The purpose of the meeting was to conduct the Board of Review.
Mr. Todd Smith, Anoka County Residential Assessor introduce€ himself • r. Bruce

1999 appraisal (valuation) of all parcels of property in,Lin akes f r the property taxes
payable in the year 2000. The purpose of the mecting w s to discuss property values with
property owners in Lino Lakes who feel thatteir pcperfy vias not properly valued.

properties each year.
David Hen uQ3rch Street - Mr. Henschel explained that the property value of
his property 1 increase $5,400 and asked what justified the increase. Mr. Smith
explained th.. r. Ed Thurston, Anoka County Assessor makes adjustments to land
values each year. His decision is based on sales of both raw and improved land
throughout the County.
Mr. Smith explained that structure values usually increase between 2% and 3% each year.
He bases his appraisal on sales in the immediate area. He noted that since Mr. Henschel's
property is located on Birch Street, the value is somewhat lower than the value of like
properties in the same area but located off of Birch Street . The difference in property
values is due to the busy, noisy street.
After further discussion, Mr. Henschel said he was satisfied with this explanation.

questioned the value placed on the property that they own on the northeast corner of the I -

35W/Lake Drive intersection. They noted that the value increased from approximately
$402,000 to approximately $4,020,000. They felt the increase was unreasonable since the
land is vacant.
Mr. Munneke explained that his appraisal was based on a purchase agreement he had
received. Although he felt that the purchase agreement was unreasonable, it was a viable
document. Mr. Rehbein explained that the sale of the property did not happen. He also
noted that the purchase agreement included improvements to the property not just raw
land.
Mr. Munneke noted that Mr. Rehbein's attorney did bring additional information on the
property to his office this morning. He will be reviewing his appraisal, however, he noted
that the original valuation of $402,000 was too low. There will be some increase in value.
Mr. Rehbein felt that the City needed to be realistic. He noted that he could `pl w the land
and raise a crop such a rye or oats. Mr. Smith explained that the g?pety wou then be
valued as agriculture. However, he must also take into consideration the fac t the
property is zoned for commercial use. Mr. Smith also noted thttle'Sta e Legislature has
mandated that all property be appraised at or close to market va'
Mr. Smith explained that if Mr. Rehbein and Mr. Winge are not satisfied with the
revaluation, they can appear before the County Board of Review. If they are not satisfied
with that decision, that can take the fte:to' ct urt.
