SPECIAL COUNCIL MEETING

Staff asked Council Members if they feel the need for a preliminary session with Harry
Brull without staff relating to the team building meeting.
Council agreed they would meet with Mr. Bruela for lh hour before meeting with staff. If
Mr. Brull believes more time is necessary with Council, staff will be scheduled for a
future meeting.

Staff noted that the Council work session agenda has already been distributed. Staff
requested Council direction relating to the City of Centerville's Council Members.
Council determined City Council Members from Centerville and Lino Lakes will sit
together during the stadium meeting.

STADIUM UPDATE, BRIAN WESSEL
Staff advised there will not be a presentation of the stadium plan at the Council work
session March 22, 2000. A meeting was held last week and a sketch was presented to
City staff and Mayor Bergeson.
Staff continued stating Mr. Babacas will be in town on March 29, 2000. It is probable
that he will accuse the City of standing in his way of the project. Staff advised Council
Members and City staff to be aware of what is said to the press.
Staff distributed a copy of the press release regarding the stadium. The press release
indicates a formal application has not yet been made. Therefore, the City hasn't had
anything to respond to.
Staff advised Mr. Vincent will be providing the Council with an update at the Council
work session on March 22, 2000.

year end. Staff advised the big question relating to the plan is how much MUSA should
be requested.
Staff referred to the handout regarding cluster housing. Cluster housing is a method of
saving land: either for permanent open space and other valued features or for future
development. The draft Plan indicates both types. Staff referred to pages 81-83 of the
draft Plan. Housing lots are made smaller and designed in a compact arrangement. The
remaining land is then preserved, either temporarily or permanently. The number of lots
doesn't change (unless future development is allowed). Less land is developed, more
land is saved.
Mayor Bergeson suggested staff use a different term for one of the types of clustering so
the meaning is clear.

Staff reviewed the method used to calculate the amount of MUSA requested in the draft
plan. Staff referred to page 65-66 of the Plan indicating the calculation. Staff advised the
1.5 multiplier was used because of the undevelopable land within the City due to
wetlands. Staff noted a multiplier would not be needed if there were no wetlands.
Staff noted the City has complete control over MUSA allocation. There are no penalties
for having an excess of MUSA in the MUSA bank. MUSA allocation can be method
used to control growth. What needs to be determined is the City policies regarding
allocation of MUSA.
Council Member Carlson expressed concern regarding the Plan requesting too much
MUSA.
Mayor Bergeson stated the question is whether or not extra MUSA is a good or bad thing.

Staff requested Council Members level of comfort with the control mechanisms noting
that more detail is need.
Mayor Bergeson advised Council Members to review the staff handout in detail. If
Council Members have any more questions or issues they should be referred to staff.
Council Member Carlson expressed concern about the concept of MUSA and high
density. She stated she believes the City will not limit new houses to 147. The MUSA
numbers and zoning ordinances should fit at a maximum of 147 new homes per year.

Council Member Reinert inquired about the 15% high-density housing goals. Staff
advised the 15% refers to the Livable Communities Goal. That percent is based on the
total number of housing units within the City.
Council Member Dahl inquired about the number of approved plats that are included in
the 402 acres of residential MUSA. Staff advised they can try to calculate that number if
the Council thinks it's of use, but staff does not have that data now. It would require
some time to determine a reliable number.
Mr. Bob Bening, resident of Lino Lakes, asked if there is a control mechanism in the Plan
to prevent "super growth" after a year of low growth.
Mayor Bergeson advised the goal is to maintain an average of 147 new homes per year.
If that figure goes above or below, the City will work toward getting back to the original
goal.
Council Member O'Donnell stated he is unsure if all Council Members agree with the
vision of the Plan. Once the vision is agreed on, the details on ho ere can be
