Joint Meeting of Lino Lakes City Council
And Shoreview City Council
October 2, 2000 5:30 p.m.
Shoreview City Hall
Present: From Shoreview: Mayor Sandy Martin, Council Members Mady Reiter, Ady
Wickstrom, Blake Huffman, Tom Landwehr, Public Works Director Mark Maloney, City
Manager Terry Schwerm. From Lino Lakes: Mayor John Bergeson, Council Members
Donna Carlson, Caroline Dahl, Jeff O'Donnell, Jeff Reinert, City Engineer John Powell,
City Administrator Linda Waite Smith.
Mayor Martin opened the meeting and welcomed the Lino Lakes City Council. She
noted the meeting had been requested by Lino Lakes to discuss proposed reconstruction
of CSAH 49.

Terry Schwerm explained that the Shoreview City Council will meet with Ramsey
County representatives next week.
Mayor Martin said Shoreview hasn't yet seen reasons to change CSAH 49 significantly,
except at the intersection with County Road J.
Council Member Reinert stated that during a presentation to Lino Lakes, Olson stated
CSAH 49 would eventually be four lanes from 694 to 35W.
Council Member Reiter noted that it has been stated that having four lanes from 694 to
35W is an alternative to fixing the bottlenecks and congestion on the freeways.
Council Member Landwehr expressed concern that large scale traffic problems are being
pushed on to the counties which in turn push them on to the cities.
Council Member Wickstrom stated the cities have a need to get residents from their
homes to the freeways. She asked if there were any plans to improve County Road J to
35E.
Engineer Powell explained that doesn't seem to be a high priority for either Ramsey or
Anoka County.
Council Member Landwehr said incremental steps to address the problem are not being
taken.
Council Member Huffman asked if the Lino Lakes Council opposes Anoka County's
plans.
Mayor Bergeson responded that his view is a minority view. A

City Manager Schwerm stated CSAH 49 appears to function well as a two-lane road most
of the time, except for people passing on the shoulders and bottlenecks at County Road J
and the 694 bridge.
Council Member Huffman asked what it would take to get a traffic signal at County Road
J.
Mayor Martin asked Engineer Powell if Anoka County has enough right of way at
County Road J to add turn lanes there if a signal is installed.
Engineer Powell replied that he doesn't believe the intersection would need to be
widened beyond what is currently available.

Council Member Wickstrom asked if the intersection of CSAH and Tanglewood is
problematic.
City Manager Schwerin replied it is only problematic at certain times when the timing of
signals is not coordinated.
Anoka County Commissioner Margaret Langfeld addressed the two City Councils. She
said counties feel they are being dumped on by the state in transportation matters. The
timing of the Lino Lakes projects is driven by the availability of State turnback funds.
She noted that is response to earlier discussion, she believes a county cannot impose a
project a city does not want. She said recent legislation requires some type of arbitration
to occur if a county and city can't agree.
She stated that with today's aggressive drivers it is incumbent upon professionals to
design roads to be as safe as possible. She also noted that discus ongoing.

Council Member Carls ated that the cities should stay in touch to verify that they are
getting all the informati from the counties.
In response to a questions, Commissioner Langfeld stated that the current plan calls for
construction to start in the spring of 2002 and end that fall.
Mayor Martin explained to the audience that there would not be time to take public
comments because the Shoreview City Council had a meeting at 7:00 p.m.
The meeting adjourned at 6:45 p.m.
