meeting. The intent is that the task force will work through all the issues. Staff is also
recommending that Mayor Bergeson be the Chairperson for the task force. A schedule
will be laid out with meetings approximately once a month with information proved prior
to each meeting. Meetings will be public but there will be specific designated times for
public comment. The kick-off meeting would include a Government Training Service
coming in to do a land use workshop. It is necessary that all members of the task force
attend that seminar.

Mayor Bergeson asked if there are parts of the existing ordinance that will naturally
transfer over to the new ordinance. Community Development Director Grochala advised
key issues will be the focus. There are some details of the old ordinance that will transfer
to the new ordinance.
Mayor Bergeson stated some Councilmembers have concerns over the moratorium and
the length of the moratorium. Community Development Director Grochala stated the
intent is to have the new ordinances in effect before the moratorium expires. The
moratorium will go into effect in late February if it is adopted on schedule.

Councilmember Rei rt stated the Comprehensive Plan needs to be approved before a

should only be taken at the public hearings.
Community Development Director Grochala stated the meetings are public, but he wants
the task force to stay away from public debate. Citizens will have the opportunity to
make comments at specified times.
Councilmember Reinert stated the Comprehensive Plan is needed first and then the
outline of what is needed with a timeframe. He asked if a task force is really necessary.

He stated the City has a Comprehensive Plan and he thought staff would work on the
ordinances and then the City Boards would review them. The City needs a very precise
plan of attack.
Community Development Director Grochala stated staff does know what needs to be
done in terms of the ordinances. There are a number of things that can be started without
approval of the Comprehensive Plan. The concern is the City will have plats come in
before the moratorium is in effect. The reference to the 147 homes in the Comprehensive
Plan is not in itself enough to deny a subdivision.

City Administrator Waite Smith stated this issue needs to be discussed further when there
is more time. She stated the Council can finish the discussion at a special meeting after
the Council meeting on Monday night.
Councilmember Carlson stated another concern is that the Boards may not buy in if they
cannot choose the members of the task force. Balance is needed if a task force is even
necessary.

City Administrator Waite Smith advised she would send out the fact sheets in the Friday
updates. She will also schedule more interviews next Wednesday at 7:00 p.m. after the
regular Council work session.

UPDATE ON QUAD CITIES POLICE DISCUSSIONS, MAYOR BERGESON
Mayor Bergeson advised informal meetings have been held regarding this issue with the
City Administrators and Mayors. At the last meeting the discussion turned to the idea of
hiring a consultant to facilitate the process. He indicated that at that point he was uneasy
because he does not feel that just he and the City Administrator should decide whether the
City will participate in a more formal process.
Mayor Bergeson continued, indicating he and City Administrator Waite Smith
respectfully declined the invitation to the next meeting. He stated they would not attend
any more meetings until the Council and Police Department hav time to further
discuss the issue.
