City Clerk Blair advised the Charter Co 6 'on wo like to schedule the annual joint

R TRAIL CONNECTION TO BIRCH PARK,
Public Services Dire r DeGardner distributed a memo regarding a new proposal for
Birch Park Trail. The orney for the Whitcombs, Mr. Seykora, has proposed that the
City acquire a 10' wide trail easement to allow access from the Trappers Crossing
development to Birch Park. The City would then acquire the necessary land when the
Whitcomb property is developed. Mr. Seykora indicated that a price of $6,000 for the
trail easement would be acceptable.
Public Services Director DeGardner indicated he feels $6,000 is too much and the City
may want to propose to obtain the necessary trail easement for a price of $3,000.

Council directed Staff and the City Attorney to finalize the details to acquire the proposed
trail easement for an agreed price.
Councilmember Dahl asked who would be responsible if someone gets hurt on the trail.
Public Services Director DeGardner advised the City would be responsible if an injury
happened on the trail easement.

City Clerk Blair distributed a draft of the proposed 2002 Fee Schedule. She noted that

2002 Fee Schedule on the regular agenda for
LOT GRADING C IFICATES — CONSIDER REQUIRING AS -BUILT
SURVEY BEFORE CERTIFICATES OF OCCUPANCY ISSUE, MICHAEL
GROCHALA
Community Development Director Grochala advised the City would like to start requiring
lot grading certificates before certificates of occupancy are issued. He explained the
process that will be used noting the reason is to ensure the final grading that is done is
consistent with the original plan. He indicated a notice will be sent out to builders
regarding this change.

Mayor Bergeson asked how the new lot grading certificates compare to other cities.
Community Development Director Grochala advised a lot of other cities use the same
type of system.
Councilmember Dahl inquired about the cost. Community Development Director
Grochala advised there will be an additional surveyor cost but that will not be billed to
the City.
Council directed Staff to proceed with requiring Lot Grading Certificates before
certificates of occupancy are issued.
Councilmember Reinert asked if there is any way that a developer
certificate. City Engineer Powell advised the lot grading certific
