TOM PETERSON, JIM STUDENSKI Community Development Director Grochala advised Lino Lakes City staff met with Centerville staff last week regarding this issue. The project does need to be completed because the roadway is in very bad shape. The feasibility study was done last year and was recently revised. The project cost is now down to approximately $317,000. However, there will still be large assessments to 5-6 property owners. The details of the project and costs need to be confirmed in order to move forward. Community Development Director Grochala referred to a map of the proposed project and a tentative schedule. There are drainage issues and ponding issues that also need to JOINT COUNCIL MEETING JUNE 17, 2002 be further discussed. The project also needs to be discussed with Anoka County. The question is what process the City should take to move forward with the project. The proposed schedule indicates construction would begin in spring 2003. Community Development Director Grochala indicated staff feels the project should move forward and then the property owners can determine if the project will happen. He noted the City's pay back period for the assessments is 15 years. Councilmember Capra asked if the property owners were assessed for the current roadway. Community Development Director Grochala stated there were no assessments to the property owners when the current roadway was constructed. The developer put in the sealcoat as part of the development. Mayor Bergeson asked if the dollar amount in relation to the project is easily assessable or likely to be appealed by residents. Community Development Director Grochala stated there is always the question of the benefit to the property owners. Property owners will have to determine if the value of the road is worth the assessment amount. There will be a 30 day appeal period. Mayor Swedberg stated another issue is the difficulty of getting on Main Street. There will have to be some type of traffic control. There is also great concern about widening the road and separating south and north Centerville. 2 JOINT COUNCIL MEETING JUNE 17, 2002 Mayor Bergeson stated the City's experience with a road so close to the freeway is that the County will probably propose a divided highway. Community Development Director Grochala stated there are several issues with widening the road but the first portion of the roadway will probably be four lanes. Councilmember Capra stated the possibility of only having on ramps on the bridge is being discussed at the joint meetings. Community Development Director Grochala reviewed the timetable for the proposed project and asked if the Council's want to move forward. Work has been done to take the pl. .: er 1=vel that includes a GSI inventory. He noted the inventory had blank spaces to the City of Centerville. A program was started with the DNR in 2000 to have the s. - labels for all conservation inventories. The Soil Conservation District also has a grant to inventory the last 1/3 of the City that was not previously completed. Mr. Rich Biske, Anoka County Soil Conservation District, came forward and stated that part of the grant will allow for a more detailed inventory so areas can be more easily managed. The inventory will also identify remaining natural areas to allow for linking them with other natural areas in adjacent communities. Work is then done with the property owners to try to preserve those areas and connect them together. Councilmember Capra asked if they are looking for ways to link areas with trails. JOINT COUNCIL MEETING JUNE 17, 2002 Mr. Biske stated trails are only one way to link the natural areas together. Informing the property owners of their options is the first step in the process. This process has worked well in other communities. He stated the purpose this evening is to have both cities keep the idea of open space and green space within city ordinances as development occurs. Councilmember Broussard -Vickers asked how the City will find out what undeveloped land has the natural characteristics that should be saved. Mr. Biske referred to the Anoka Conservation District map and noted the City of Centerville has not yet been completed. The map and the City should be completed in approximately one month. Mayor Swedberg stated both cities would appreciate the information from the map and inventory. There has also been some activity on the island ' uding people and recreational fires. Boat traffic did pick up around the island until the ordinance was put into effect. Councilmember Reinert asked why it was not a surprise that the birds left their nests. Environmental Specialist Asleson stated it was not a surprise because it was on the news and he thought everyone knew the birds had left their nests. Councilmember Reinert asked if the birds left around the same time as they did in the previous year. Environmental Specialists Asleson stated the birds are progressive and leave in groups. The birds did leave earlier in the nesting period this year than the previous year. JOINT COUNCIL MEETING JUNE 17, 2002 Councilmember Reinert stated he hopes staff can gather information that will help determine why the birds are leaving their nests. Environmental Specialist Asleson stated staff is trying to gather the necessary information. He noted the eagles are still on the island. This is a bad situation and staff has not yet figured it out. The no wake zone was not given a chance because it was not in effect long enough to make a difference. Councilmember Nelson stated that if this is a big issue for both Council's then it needs to be investigated further. She suggested both cities work with the police to keep people off the island. Environmental Specialists Asleson stated the sample eggs that were taken will be analyzed. Mayor Swedberg stated a lab analysis is needed to determin- appening with the eggs. Councilmember Capra suggested each city send a lett td 'INR requesting further investigation. Councilmember Nelson stated she would prefer to more careful than not regarding this issue. They are still considering the possibility of predators or disease. The news report suggested the cause may be linked to toxins in the food chain. She stated this issue ties into the greenways and preserving what natural land both cities have left. She noted she also heard there has been a lot of high speed boating around the island. Environmental Specialist Asleson stated the boating data will be gathered and put together in a report. JOINT COUNCIL MEETING JUNE 17 2002 Councilmember Broussard -Vickers stated the no wake zone should be continued for the birds and plant preservation. She indicated the plant preservation is the reason Centerville did not put a sunset clause in the ordinance. She asked that the Lino Lakes Council revisit this issue so the no wake zone is not terminated. Mayor Bergeson stated it is the intent of the Council to look at the no wake zone with plenty of time to determine whether or not it should be extended. Councilmember Nelson stated she would like more education about the rules and fines regarding the island and lake use. Environmental Specialists Asleson stated there are some residents that are reporting things to the DNR. The program works toward preserving the history of cities for future generatio Councilmember Capra advised a booklet was distributed that provides some historical information and information about the program itself. Currently, there is no liaison involved with the program from the City of Lino Lakes. She asked that the City put out information on cable and in the newspaper so a liaison can be appointed. Councilmember Capra presented the Lino Lakes Council with the first photo of the Cardinal Family Farm taken in 1960. She stated a good liaison from Lino Lakes will be a great asset to the program. She stated that in year 2007 there will be a 150 year celebration for the Centerville Township and asked that both cities participate. JOINT COUNCIL MEETING JUNE 17, 2002 Mayor Bergeson stated this issue has been discussed in the past and the City was not able to move forward. He stated this is a great opportunity to get the project started. Councilmember Carlson inquired about the cost of getting the City involved in the program. Councilmember Capra stated the cost will be minimal. The City may rely on donations from an organization to get started. The program will have a better idea about the cost when a meeting is held this fall. She suggested an amount of $500.00 be included in the budget to get started with the program. The program will be providing a "how to" for the right liaison. Mayor Bergeson stated he hoped Councilmember Capra would help the City get involved in this project.
