15 PRESENTATION BY COUNTY ASSESSOR'S OFFICE

17 Lynn Weiner, staff appraiser for Anoka County explained she was here with John Leone to review the
18 Annual Report for Lino Lakes. She indicated next year the report could be provided a week ahead of
19 time to allow for further review if preferred.

21 She explained there was an increase of 152 parcels in Lino Lakes for the period 1/1/02 through
22 1/1/03, with 225 new homes completed, representing a 14.5% increase, up from 14.2% last year. In
23 addition, there were 385 residential sales of existing homes. She indicated they keep a phone log of

24 calls after tax statements go out, and they received 17 calls from Lino Lakes residents, which were
25 able to be resolved with a visit to the home.

27 Councilmember Carlson noted on page 10, it indicated 26.4% in 2002 growth in property values. She
28 asked if there was a source of information for other cities to compare this with. Ms. Weinerstated she
29 did not think it was available, but would check. She had pulled the 14% increase off last years'
30 report, and she does not know where the 26.4% came from. She indicated her increase would address
31 residential only, which may account for some of the difference. Councilmember Carlson agreed, the
32 graph is all property and could be the difference.

34 Mayor Bergeson asked if they were still on a four-year cycle, and were able to keep up. Ms. Weiner
35 stated they were, but are pushing it. She indicated Lino Lakes has 7008 parcels, with 5974 being
36 residential, and they visit 75% of those homes.

38 Councilmember Carlson asked how the market value range chart on page 12 was determined. Ms.
39 Weiner indicated from a sales study. She stated the County has sales maps also, and that information
40 is public knowledge; anyone can come in and see what else has sold.

42 Mayor Bergeson asked if there was a general increase in all properties, not just those reviewed. Ms.
43 Weiner stated there was, and that number represents the 14% increase. She indicated they were
44 further broken down by type of homes and location. She reviewed the nine zones in Lino Lakes,
45 explaining how some were developed. She indicated lakeshore was its own zone, and an area of large
46 increase.

•48 Mayor Bergeson asked if there was any information on commercial property. Mr. Leone indicated
49 industrial sales on vacant lots have gone up to $2.00 and $2.10 a square foot, up from $1.75 a year
50 ago; however not much else is going on. He indicated he received a call from a representative of
51 Target asking about their $73.00 price, as most others are $70.00. He stated, however, that another
52 Target with a new addition, more comparable to Lino Lakes, was at $74.00 so he was right in line.

54 Mayor Bergeson asked if there was anyone else who would like to address this issue. There was no
55 one.

59 There being no further business, Councilmember Dahl moved to adjourn at 6:15 p.m. Councilmember
60 O'Donnell seconded the motion.
