HomeMy WebLinkAbout12/08/2003 Council MinutesAPPROVED 1 CITY OF LINO LAKES 2 TRUTH -IN -TAXATION MINUTES 3 4 5 DATE : December 8, 2003 6 TIME STARTED : 6:05 P.M. 7 TIME ENDED : 6:26 P.M. 8 MEMBERS PRESENT : Councilmembers Carlson, Dahl, O'Donnell, Reinert 9 and Mayor Bergeson 10 MEMBERS ABSENT : None 11 12 Staff members present: Acting City Administrator/Director of Administration, Dan Tesch; Finance 13 Director, Al Rolek 14 15 REPORT 16 17 Mayor Bergeson advised that this is only a public hearing, and no action would be taken by the 18 Council. 19 20 Finance Director Rolek summarized his presentation of the 2004 proposed taxes and Lino Lakes 2004 21 budget. 22 23 Councilmember Carlson stated that she believes because they worked so long on the Comprehensive 24 Plan, they have a tendency to focus on the tax rate, which is going down. She added the General •25 Fund is also going down. She stated they discussed the fact that most residents would see a decrease 26 in their City portion of taxes, and asked if that was holding true. 27 28 Finance Director Rolek indicated it would depend on the property valuation. He stated if a property 29 value is holding, that homeowner would see a reduction, but if the value went up 10 or 12 percent 30 they could see an increase. 31 32 Councilmember Carlson asked if Finance Director Rolek knew what happened for most of the Lino 33 Lakes residents. She indicated she had heard there was a 9 percent valuation increase overall for the 34 metropolitan area, but wondered what it was for Lino Lakes specifically. 35 36 Finance Director Rolek indicated he was not sure what their average increase had been, but would try 37 to get that information for the Council. 38 39 Mayor Bergeson opened the public hearing at 6:24 p.m. 40 41 Councilmember O'Donnell moved to close the public hearing at 6:25 p.m. Councilmember Reinert 42 seconded the motion. 43 44 Motion carried unanimously. 45 46 Mayor Bergeson asked what the remaining steps are in this process. 47 • TRUTH -IN -TAXATION MINUTES DECEMBER 8, 2003 APPROVED 48 Finance Director Rolek indicated the Council will reconvene at 6:00 p.m. December 15, 2003 to di49 finish the budget process, where they will hold a continuation of the hearing and take action on the 50 tax levy, general fund budget, park and recreation budget and public safety budget.
