MEMBERS PRESENT : Council members Carlson, Dahl, Stoltz, Reinert and Mayor Bergeson : None : City Administrator, Gordon Heitke MEMBERS ABSENT STAFF PRESENT Discussion City Administrator Heitke thanked the councilmembers for their attendance at the League of Minnesota Cities (LMC) Leadership Conference. He stated the purpose of the meeting was to discuss general city operations. City Administrator Heitke stated his present focus is to engage the Councilmembers and appropriate staff in a goal setting session in order for him to have a clear idea of the Council's priorities and expectations of the City Administrator position, and to allow him to provide proper direction to staff in order for them to meet the Council's needs and expectations for staff support. City Administrator Heitke referred to the just -completed LMC Leadership Conference and spoke of the benefits of a high performing Council and staff. He spoke of the positive impact that the understanding of the principles and concepts presented during the conference has had in the operations of another city council for whom he has worked. City Administrator Heitke spoke of the differing values that go into a councilmember's decision and the need to understand and manage sometimes conflicting values. He also contrasted the differing roles and perspectives of the Council, staff and the City Administrator, which is essential for a highly effective governing body. The importance of developing goals and guidelines, undergoing team building, and partnering with staff was referenced as a means of making the Council's and staffs' jobs easier and more effective. The Council discussed the last goal setting session and agreed to engage in a team - building process as an initial step in formulating council goals. The role of staff in goal setting was discussed. The staff will be present for a portion of the session to provide • APPROVED their perspective on current and emerging issues within their respective departments, which will be received by the Council for consideration in formulating goals and establishing priorities. City Administrator Heitke will gather information on the services and availability of consultants who could facilitate these sessions. It was the consensus of the Council that this exercise should occur as soon as possible. City Administrator Heitke will report to the Council on acquiring the services of a consultant when he has gathered the relevant information. Adjourn Motion by Councilmember Carlson, seconded by Councilmember Reinert, to adjourn the meeting at 2:40 p.m. The motion passed unanimously.
