HomeMy WebLinkAbout10/20/2004 Council MinutesCITY COUNCIL WORK SESSION OCTOBER 20, 2004 APPROVED • 1 2 CITY OF LINO LAKES 3 MINUTES 4 5 DATE : October 20, 2004 6 TIME STARTED : 5:40 p.m. 7 TIME ENDED : 5:57 p.m. 8 MEMBERS PRESENT : Councilmember Carlson, Dahl, Stoltz 9 and Mayor Bergeson 10 MEMBERS ABSENT : Reinert 11 12 Staff members present: Administration Director, Dan Tesch; Community Development 13 Director, Mike Grochala; and City Engineer, Jim Studenski 14 15 AIRPLANE HANGAR CODE REQUIREMENTS UPDATE, MICHAEL 16 GROCHALA 17 18 Community Development Director Grochala advised City staff has been working with 19 Milo Bennett, Centennial Fire Chief, to identify options to resolve the airplane hangar 20 sprinkling issues associated with the Lino Air Park and Century Farms North 21 developments. The City received an interpretation from the State Building Codes office 22 regarding this issue, which was included in the Council packets. 23 24 Community Development Director Grochala stated the City operates under the Minnesota • 25 State Building Code which includes the International Building Code (IBC) and as a 26 subset the International Residential Code (IRC) which deals with one and two-family 27 residential structures. As stated in the interpretation provided by the state, if the hangars 28 are constructed under the IBC, which defines residential hangars as having a maximum 29 size of 2,000 square feet, then the limitations set forth in that code would apply. 30 However, the definition of accessory structures within the IRC does not differentiate 31 between residential accessory buildings and aircraft hangars. Under such interpretation 32 residential hangars would be treated the same as other residential accessory structures 33 (i.e., garage, pole barn etc.). 34 35 Community Development Director Grochala stated based on the state's comments and 36 concerns raised by the Lino Air Park, staff will move forward with permit reviews based 37 on the IRC. This will allow for hangar construction without the installation of sprinklers. 38 However, it should also be noted that this interpretation also eliminates more stringent 39 requirements for fire separation setbacks and fire wall construction. 40 41 Community Development Director Grochala advised staff would continue to work with 42 the Centennial Fire Department to seek an amendment to the next building code that 43 clarifies this issue.
