PRESENTATION BY COUNTY ASSESSOR'S OFFICE

Linda Wiener, staff appraiser for Anoka County, explained she was here to review the Annual Report
for Lino Lakes. She distributed copies for the Council Members.

Ms. Wiener indicated that they were at 92.53% overall in Lino Lakes, and noted the information she
distributed gave the breakdown for neighboring communities as well. She stated lakeshore is one
area where Lino Lakes is low, at 90%, as well as in Zone 1, which is executive homes newer than
2000.
S24
Councilmember Carlson asked what 92.53% means. Ms. Wiener indicated it is the median range, and
the State requires them to be between 95 and 105%. She stated they did substantial raises of lots and
some structures.

Ms. Wiener indicated she did receive a lot of calls before this meeting; the highest number in the four
years she has been fielding the calls. She indicated they were able to resolve most of the questions
before tonight. She noted that homeowners can send in a letter if they have a question or concern.

Ms. Wiener noted for the record that she received a letter from Michael J. Wagner protesting the
reclassification and possibly the market value and taxes payable in 2006 for his property at 865 Main
Street. She indicated this is noted as a formal appeal for the records, and will proceed to the Anoka
County Board of Review. She stated the classification change was due to the fact that this was a
residential property where there was a fire. She indicated the property was rezoned to commercial,
but was still being assessed as residential. She stated when the destroyed home was removed, the
property went to a commercial classification.

Councilmember Carlson noted that the next step is to go to Anoka County, but asked if that was the
final step. Ms. Wiener indicated the homeowner could go to tax court if he wishes.

Councilmember Carlson indicated that it always amazes her that there are not more people in
attendance, and stated she thinks that speaks for the good job they do at the Anoka County Assessor's
Office.
•47
Ms. Wiener noted Lino Lakes has 7400 to 7500 residential properties.
BOARD OF REVIEW MINUTES APRIL 25, 2005
APPROVED
•49
Councilmember Stoltz asked what is defined as "Executive Mid-range." Ms. Wiener indicated that
there were zones set up that were similar, and she would expect that to change in the next year. She
stated this came about because there were pockets of new homes in different zones. She indicated
these can now be combined to have several zones together. She stated they will keep the 1960's and
1970's homes separate, which are usually on larger lots and will sell differently.

Councilmember Dahl thanked Ms. Wiener for the MLS listing information. She noted she kept the
information from last year and refers to it often.
