HomeMy WebLinkAbout09/21/2005 Council Minutes• • • CITY COUNCIL WORK SESSION SEPTEMBER 21, 2005 APPROVED 1 2 3 CITY OF LINO LAKES 4 MINUTES 5 6 7 8 DATE : September 21, 2005 9 TIME STARTED : 5:35 p.m. 10 TIME ENDED : 8:47 p.m. 11 MEMBERS PRESENT : Councilmember Carlson, Dahl 12 Reinert and Mayor Bergeson 13 MEMBERS ABSENT : Stoltz 14 15 Staff members present: City Administrator, Gordon Heitke; Administration Director, Dan 16 Tesch (part); Community Development Director, Michael Grochala; City Engineer, Jim 17 Studenski (part); Chief of Police, Dave Pecchia (part); City Planner, Jeff Smyser (part); 18 Associate Planner, Paul Bengtson (part); and Economic Development Coordinator, Mary 19 Alice Divine (part) 20 21 22 DISTRIBUTION OF I -35E CORRIDOR FINAL AUAR 23 24 City Planner Smyser advised the request before the City Council is to authorize 25 distribution of the Final AUAR to persons on the EQB's distribution list as well as any 26 persons who commented on the Draft AUAR. 27 28 Ms. Ciara Schlichting, DSU, came forward and stated she is present this evening to 29 review the Final AUAR as well as its components. She briefly reviewed the AUAR 30 process to date noting the Final AUAR has been revised in response to comments 31 received. The Final AUAR also includes the Draft AUAR, Comment Letters, Response 32 to Comments, Final Mitigation Plan and Revised AUAR Document. 33 34 Ms. Schlichting stated the majority of comments received were concerns relating to 35 transportation and storm water management. She provided an overview of the Final 36 Mitigation Plan including its purpose, specifics and implementation. 37 38 Ms. Schlichting stated she and City staff are recommending the Council authorize 39 distribution of the Final AUAR for a ten-day objection period. The Final AUAR will be 40 sent to all agencies and person who commented on the Draft AUAR. If no objections are 41 filed, the next step is to adopt the Final AUAR. If objections are filed, negotiations will 42 ensue. If necessary, the EQB will decide if the review is adequate or must be revised. 43 44 Ms. Schlichting advised authorization of the Final AUAR indicates the Council finds the 45 materials to be accurate and complete. It also indicates the Council finds that the actions CITY COUNCIL WORK SESSION SEPTEMBER 21, 2005 APPROVED • 1 included in the Mitigation Plan will prevent potentially significant impacts from 2 occurring as a result of development in the AUAR area. 3 4 Councilmember Carlson requested definitions of the LOS (levels of service) within the 5 AUAR. 6 7 This item will appear on the regular Council agenda Monday, September 26, 2005, 6:30 8 p.m. 9 10 VILLAGE OF HARDWOOD CREEK LLC UPDATE 11 12 Community Development Director Grochala advised representatives are present to 13 provide an update on the Village of Hardwood Creek LLC. He noted the Planning and 14 Zoning Board are currently reviewing the Comprehensive Plan amendment request. 15 16 Mr. Greg Hayes, Village of Hardwood Creek LLC, distributed a draft Theme Book that 17 was previously distributed to the Planning and Zoning Board. He noted the development 18 team has also been working in the background in relation to the AUAR process. 19 20 Mr. Hayes reviewed the Theme Book noting the plan includes 80-95 acres of open space 21 and approximately 10 miles of trails. There will be a more detailed traffic analysis 22 conducted for the project. Much more detail will be provided when preliminary plats for • 23 the project are submitted and reviewed. 24 25 Mayor Bergeson recessed the meeting at 7:23 p.m. due to a storm. 26 27 Mayor Bergeson reconvened the meeting at 7:47 p.m. 28 29 MEMORIAL SUGGESTIONS 30 31 City Administrator Heitke advised Councilmember Carlson requested this item be placed 32 on the agenda. Staff has had many suggestions for a memorial in honor of Officer 33 Silvera. 34 35 Chief Pecchia stated he has discussed this issue with other cities. Their recommendation 36 was to wait 6-12 months before having a discussion regarding a memorial. The City 37 should defer to the family wishes and give them time to grieve. 38 39 Council determined this issue would be placed on a future Council work session for 40 discussion at some time in the spring. 41 42 RECONSTRUCTION COMMUNICATION PLAN 43 44 Community Development Director Grochala advised on September 13, 2005 the City • 45 Council approved a resolution Calling for an Election on the 2007 Street Reconstruction • • • CITY COUNCIL WORK SESSION SEPTEMBER 21, 2005 APPROVED 1 Project. At this time, staff is requesting Council direction with regard to establishment of 2 a citizen communication plan. 3 4 Community Development Director Grochala stated in 2003, the City provided project 5 information in the following methods: 6 7 1. Information Press Release published in the Quad and Pioneer Press 8 2. Reconstruction article in the City Newsletter (Spring & Fall) 9 3. Program on Channel 16 describing project and need (program was ran 10 repeatedly leading up to the election) 11 4. Information Brochure mailed to all Lino Lakes Property Owners 12 5. Held two "open house" information meetings with staff, engineer, and 13 financial consultants. Open House advertised in brochure and Quad Press. 14 6. Project information posted on City web -site 15 16 Community Development Director Grochala stated that since there has been discussion 17 regarding the lack of communication to residents during the 2003 election, staff is 18 requesting Council direction on what additional methods should be used. 19 20 It was the consensus of the Council that the Reconstruction Communication Plan as 21 proposed by staff is acceptable and staff should move forward with the Plan. 22 23 JPA WITH ANOKA COUNTY 24 25 Community Development Director Grochala advised on July 25, 2005 the City Council 26 authorized final design of the CSAH 23/I35W Interchange (Resolution No. 05-107) with 27 the understanding that Anoka County would fund up to 50% of the project cost. The 28 estimated cost of the design as proposed by SEH Inc., the City's consulting engineering is 29 $575,480. Anoka County share of the design work is $287,740. 30 31 Community Development Director Grochala stated City staff received the Final Design 32 JPA from Anoka County Tuesday, September 20, 2005. Anoka County has approved the 33 JPA for execution. Both City staff and the City Attorney have reviewed the document 34 and are requesting Council approval. 35 36 Community Development Director Grochala stated to expedite execution of the document 37 and subsequently the reimbursement process staff is requesting Council consideration to 38 place the approval of the JPA on the September 26, 2005 Council meeting consent 39 agenda. 40 41 Council directed staff to add JPA with Anoka County to the consent agenda Monday, 42 September 26, 2005, 6:30 p.m. 43 • • • CITY COUNCIL WORK SESSION SEPTEMBER 21, 2005 APPROVED 1 PINE STREET PAVING PETITION 2 3 City Engineer Studenski advised per Council direction, the City sent a letter July 25, 2005 4 to Pine Street residents requesting their input on paving Pine Street. A petition was 5 included with three scenarios to choose from: 1) Pave Pine Street from Lake Drive to 6 Western Terminus, 2) Pave Pine Street from Lake Drive to 4th Avenue, or 3) Against any 7 street paving. 8 The results of this petition as of September 1, 2005, were as follows: 9 10 • Total for paving Pine Street: 8 (25%) 11 • Pave Pine Street from lake Drive to Western Terminus: 3 (9%) 12 • Pave Pine Street from Lake Drive to 4th Avenue: 5 (16%) 13 • Against: 11 (34%) 14 • Did not respond: 13 (41%) 15 16 City Engineer Studenski noted there are 32 residents that front Pine Street. He referred to 17 a location map included in the packets. Staff is requesting direction from the City 18 Council as to the next step that staff should take in response to the paving request. 19 20 Council directed staff to send out a letter to the affected residents indicating there is not 21 enough support for the project. 22 23 COMMUNITY SURVEY PROPOSAL 24 25 City Administrator Heitke advised in 1996, the City of Lino Lakes hired Decision 26 Resources, Ltd. To prepare the 1996 Quality of Life Study, which consisted of the 27 findings and analysis of a community survey. The City Council included funds in its 28 2005 budget to have a similar study conducted again in order to have current information. 29 A proposal to conduct a study has been requested from Decision Resources, Ltd. As they 30 conduct nearly all the local government surveys in Minnesota. They are also experienced 31 in designing surveys to provide useful information for subsequent visioning and 32 comprehensive plan update activities, which the City will be doing. 33 34 City Administrator Heitke reviewed the proposal and requested Council direction as to 35 whether the proposal is acceptable and should be placed on the September 26, 2005 36 regular meeting agenda for action. 37 38 Council requested the following additional information before the survey will be placed 39 on a regular Council agenda for action: 40 41 1. Information regarding targeted surveys 42 2. Information regarding the mix of demographics used for the survey 43 3. Information on the last survey the City conducted 44 4. What type of final documents the City will receive 45 5. How Decision Resources, Ltd. conducted the School District survey • • • CITY COUNCIL WORK SESSION SEPTEMBER 21, 2005 APPROVED 1 2 This item will be placed on a future Council work session agenda. 3 4 REGULAR AGENDA ITEMS 5 6 Item 3C, Consideration of Council Salaries 2007 — This item was removed from the 7 agenda and will be placed on a regular Council agenda in October.
