Special Council Meeting
Please be advised that the Mayor has called a Special Council Meeting for Monday, May 8, at 6:15 p.m. (preceding the
regular Council meeting at 6:30). The purpose of the meeting is to clarify a portion of the Lino Lakes Personnel Policy.
Correspondence from Director of Administration Dan Tesch explaining the clarification will be included in tomorrow's
Weekly Report.

NOTICE OF SPECIAL CITY COUNCIL MEETING
MONDAY, MAY 8, 2006
6:15 P.M.
NOTICE IS HEREBY GIVEN that the Lino Lakes City Council has scheduled
a Special Council Meeting to consider changes to clarify a portion of the Lino Lakes
Personnel Policy.
The meeting will be held on Monday, May 8, 2006 at 6:15 p.m. (previous to the
regularly scheduled City Council meeting) in the Council Work Room at Lino Lakes
City Hall, 600 Town Center Parkway, Lino Lakes, Minnesota.
This meeting is open to the public.

16 DISCUSSION OF PERSONNEL POLICY

18 Mayor Bergeson advised the purpose of the special meeting is to discuss a personnel
19 policy.

21 Director of Administration Tesch advised a member of the Public Safety Department and
22 member of the National Guard has recently reported for Active Duty as part of the war in
• 23 Iraq. She expects an 18 month deployment.

25 Director of Administration Tesch stated the State of Minnesota requires employers to
26 make allowance for members of the National Guard to participate in training activities.
27 In addition, the City has provisions in its personnel policy that go over and above State
28 requirements. That is to say the City makes up the difference between their military pay
29 and City wages.

31 Director of Administration Tesch referred to Section 207.20 regarding Military Leave.
32 He noted in 2002, this employee participated in an extended training period and the City
33 made up the difference between her military pay and City wages. The difference this time
34 however, is she is on Active Duty and the City's policy only addresses military training
35 activities.

37 Director of Administration Tesch advised staff has discussed this situation at length and
38 recommend that payments to this employee be continued for this deployment as the
39 practice has begun. In addition however, staff recommends that Section 207.20 of the
40 Personnel Policy be amended to clearly note that pay differentials do not apply to Active
41 Military Service.

43 Councilmember Reinert moved to handle the leave as presented by staff noting this is an
44 isolated incident and this action does not set a precedent for the future. Councilmember
45 Stoltz seconded the motion. Motion carried unanimously.
