NOTICE OF SPECIAL CITY COUNCIL MEETING
WEDNESDAY, MAY 31, 2006
6:30 P.M.
NOTICE IS HEREBY GIVEN that the Lino Lakes City Council has scheduled
a Special Joint Meeting with the following groups:
Environmental Board, Economic Development Advisory Committee, Planning &
Zoning Board and Park Board.
The meeting will be held on Wednesday, May 31, 2006 at 6:30 p.m. in the
Community Room at Lino Lakes City Hall, 600 Town Center Parkway, Lino Lakes,
Minnesota. The purpose of the joint meeting is to consider:
The purpose of the meeting is to consider the importance of conservation
development planning in the community and the value of such planning at a specific
location. The subject site totals approximately 240 acres north of Main St, north and
west of Lino Lakes Elementary School. The area has been noted as an important site
from an ecological standpoint due to the existence of rare species and habitat.
This meeting is open to the public.

CONCEPT REVIEW: CONSERVATION DEVELOPMENT — NATURE'S
REFUGE
Introduction and Background, Michael Grochala - Community Development Director
Grochala thanked everyone for coming to the meeting and introduced Mr. Jeff
Schoenbauer, Brauer and Associates.
Community Development Director Grochala advised the City is looking at an area that is
very important to everyone in Lino Lakes. Staff has talked to developers about what can
be done in this area.
Community Development Director Grochala pointed out the 240 -acre area and stated it is
intended to be single housing residential and is located within the Stage 1 Growth Area.
Staff is focusing on a conservation development. He indicated this is a very unique
opportunity for the community. The plan is to take what nature has given the City, reach
public values and achieve an economically viable project.
Development Design and Parameters, Jeff Schoenbauer - Mr. Schoenbauer came
forward and stated it is very important for everyone to work as a collaborative team on
this project. He stressed the process of this type of development involves a lot of give
and take to maintain the public values and also make it economical.
Mr. Jason Husveth, Ecologist, CCES Inc., came forward and stated he has been working
with the City and DNR for the past several years. He stated the specific area has a very,

very unique plant community. The area is in need of restoration and stewardship. The
plan that has been put together would result in the rare plant life flourishing.
Mr. Schoenbauer provided a power point presentation that included the conservation
development background, public values and economic realities.
Mr. Schoenbauer presented the proposed plan in comparison to a traditional development.
Comparisons included number of residential units and proposed trails. He reviewed
images, economic impacts and the phasing plan. He also noted the basic agreement
parameters in terms of the developer and the City.
Community Development Director Grochala introduced Mr. Rick Carlson and Mr. John
Peterson, developers of the proposed plan. He indicated the developers have been very
cooperative and eager to work with the City on this project.
Discussion — Mr. Schoenbauer stated staff and the development team would like
feedback to determine if they are going in the right direction with the project.
Concerns and issues raised through the discussion included the following:
1. Impact on wildlife and breeding of wildlife
2. Creation of a wildlife and Blanding corridor
3. Destroying forest areas and mature trees
4. Management of stewardship
5. Water run-off
6. Philosophy of sub -contractors
7. Traffic
8. Construction of sidewalks throughout the development
9. Developer contribution to infrastructure
10. Enforcement and accountability of developers agreement
The majority of those present indicated support for the project and believes the City is
going in the right direction with this type of development.
The meeting was adjourned at 8:40 p.m.
