(Note: Between work session and <br />regular meeting it was determined that item 1E) was ready for Council action so only <br />item 4 was removed as part of the agenda approval at the regular meeting.) <br />Regarding Items 4 A) and B), Administrator Heitke added that the law is somewhat <br />unclear as to whether municipalities have the authority to regulate all -terrain vehicles <br />within county right-of-way. Anoka County is supportive of the application of the city's <br />proposed ordinance in county right-of-way and intends to pass a resolution clarifying that <br />the city ordinance applies. Once Anoka County has passed a resolution, this ordinance <br />will be brought back to the council for the second reading. <br />Paul Bengtson reviewed items 6 A) and B). Michael Grochala reviewed items 6 C) and <br />D). <br />Council member Carlson requested that issues related to the Vadnais Lake Area Water <br />Management Organization (VLAWMO) be discussed. She reported that the Board of <br />Directors will meet on May 16 and will discuss the position of member units on two <br />items: 1) funding VLAWMO operations through the establishment of a storm water <br />utility and 2) amending the joint powers agreement (JPA) to address the establishment of <br />a storm water utility and limits on the use of storm water utility revenues, and amending <br />the JPA to address concerns of the Minnesota Board of Water and Soil Resources related <br />to the process of adoption of the VLAWMO budget. Council members indicated that <br />they did not have adequate information at this time but would support the storm water <br />management study and would consider amendments to the JPA but would like a copy of <br />that document for city staff and city attorney to review. <br />There were no other changes to the regular Council agenda. <br />1 <br />
