HomeMy WebLinkAbout06/25/2007 Council MinutesCITY COUNCIL WORK SESSION June 25, 2007 APPROVED •1 CITY OF LINO LAKES 2 MINUTES 3 4 DATE : June 25, 2007 5 TIME STARTED : 5:30 p.m. 6 TIME ENDED : 6:13 p.m. 7 MEMBERS PRESENT : Councilmember Carlson, O'Donnell, 8 Reinert 9 MEMBERS ABSENT : Stoltz, Mayor Bergeson 10 11 12 Staff members present: City Administrator, Gordon Heitke; Community Development 13 Director, Mike Grochala; Director of Public Safety, Dave Pecchia; City Engineer, Jim 14 Studenski; Finance Director, Al Rolek; and City Clerk, Julie Bartell 15 16 REVIEW REGULAR AGENDA ITEMS 17 18 Finance Director Rolek reviewed the agenda items for the Economic Development 19 Authority (EDA) meeting relating to a tax increment financing plan modification, an 20 interfund loan and tax increment financing pledge agreement all in conjunction with the 21 finance plan for the Lake Drive Interchange Project. Terri Heaton, Springsted, Inc., gave • 22 an explanation of the bid process for the bonds for the same project, noting the low bid 23 received from Piper Jaffray & Co. at a very favorable rate. The city's good credit rating 24 was effective in getting a low interest rate and the credit rating view continues to be good 25 for the city. 26 27 Finance Director Rolek explained the request on the regular council agenda for a utility 28 rate study. The study would have the dual purpose of establishing a rate structure that 29 works best in consideration of conservation needs as well as the long and short term city 30 costs. The launch year for new rates would be 2008. 31 32 The council suggested that as the citizens are approached about water conservation, the 33 city should be clear on what conservation means, what measures people can use and the 34 "what's in it for me" viewpoint also. 35 36 The city's transient merchant, solicitors and peddler's regulations were discussed with a 37 suggestion from the council that door-to-door sales can create some problems and the city 38 should have regulations in place to address those problems to the best extent possible. 39 40 There were no changes to the regular Council agenda. 41 42 The meeting was adjourned at 6:13 p.m. 43 44 These minutes were considered, corrected and approved at the regular Council meeting held on • 45 July 9, 2007. 46 1 • • 1 2 CITY COUNCIL WORK SESSION APPROVED 3 Julia'. e Bartell, City 4 2 June 25, 2007 is(1660 ohn Bergeson, Mayor
