16 Acting Mayor O'Donnell was in the Chair.

18 FIVE-YEAR FINANCIAL PLAN — Finance Director Rolek noted that the council got a
19 first look at the proposed Five -Year Finance Plan at the November 5 work session. At
20 that time, staff requested that council members bring their ideas/comments to this
21 meeting for submission to staff.

• 23 The council recalled their previous direction to "smooth out" the spike period due to
24 personnel increases in 2009.

26 The addition of an in-house engineering staff shouldn't be an assumption in the Plan until
27 there is agreement on the council for a change.

29 A suggestion was offered that staff review the possibility of extending the useful life of
30 capital equipment in some cases. Finance Director Rolek explained that such a practice is
31 already in place but he will look at making it a formal policy.

33 The council discussed the need for a special meeting to discuss the Plan. That possibility
34 will be further discussed at the December work session.

36 REVIEW REGULAR AGENDA ITEMS

38 The regular council agenda was reviewed. Item lB will be referred to the council work
39 session of December 3, 2007, for further discussion. Item 4A will be moved ahead of
40 Item 3A as they are related and would be more appropriately considered in that order.
41 Item 8A will be postponed.

43 The council requested that the following matters be added to the agenda for the December
44 3, 2007 work session: Eagle Brook lights; ATV/Snowmobile ordinance.

46 The meeting was adjourned at 6:30 p.m.
