INFORMATION ITEMS
The Mayor announced that Community Member Ed Vaughn had passed away.
The semaphore at Hodgson and County Road J is operating.
The council discussed scheduling a special meeting to review the results of the request for
proposals (RFP) for attorney services. There was concurrence that those attorneys who
are available should present at the regular work session of August 4, 2008.
The Mayor distributed a letter that he received last week from Charter Commission Chair
Cori Duffy regarding the charter amendment proposal.
REVIEW REGULAR AGENDA ITEMS
The following items were discussed.
Item 3Ai) Liability Insurance for certain Blue Heron Days events - Administrator
Heitke reported that the city has investigated the possibility of insurance for certain Blue
Heron Days events through the city's current coverage through League of Minnesota
Cities. He has been informed that the activities proposed are not excluded under the
city's policy so therefore are covered.
The city attorney will have the opportunity to review and comment on this issue during
tonight's council meeting.
Item 3Aii) Use of certain city -owned property for Blue Heron Days events -
Administrator Heitke noted that there are four events involved in the Blue Heron Days
festival that involve the use of city property. He feels it is prudent for the council to be
aware and sign off on these uses.

2 Item 3Aiii) Resolution No. 08-77 approving a special event and parade permit for
3 the Blue Heron Days festival — City Clerk Bartell reported on the status of the Blue
4 Heron Days committee applications for a special event and parade permits. Staff has
5 reviewed the plans for compliance with regulations and is recommending approval of the
6 permits with the understanding that the applicants will continue to work with the city up
7 to and through the event to ensure a safe and proper event environment.

9 Stephanie Smith, President of the Blue Heron Days Committee, reported. They are
10 attempting to move ahead on gaining non-profit status. This year donations have been
11 very, very low. For the festival to continue in coming years there will have to be
12 additional donations and/or a contribution from the city. They've done advertising this
13 year only as they can afford which is very limited.

15 Economic Development Coordinator Divine recognized Ms. Smith for her extensive
16 work on Blue Heron Days. The Lino Lakes Jaycees organization disappeared and Ms.
17 Smith took on many of the responsibilities of planning this year's festival herself. Lynn
18 Bergman has taken on most of the responsibility of the ambassador's program; that
19 program in particular will need a certain amount of financial assistance to continue in the
20 future.

22 The council offered thanks to Ms. Smith. They recognize there is wide spread interest in
23 the festival and it is an asset to the community. A council member suggested that
24 individual council members should speak to area businesses about sponsorship. It would
25 be helpful for council members to have some written information on what sponsorship
26 would entail and the benefits to the business.

28 Item 3B) Resolution No. 08-74, approving a special event permit and 1 to 4 day
29 temporary on -sale liquor license for the American Legion Post 566 Blue Heron Days
30 Family Picnic — City Clerk Bartell reported on the application of the American Legion
31 requesting a special event and temporary liquor license for their Blue Heron Days Family
32 Picnic. The temporary liquor license is requested to allow the Legion to expand their
33 premises and serve alcohol in a fenced area outside of their building, in conjunction with
34 the outdoor nature of the picnic. The temporary license requires local approval and then
35 approval by the State; it would allow this activity for just one day, August 16. The
36 special events plans include a pig roast, corn feed, horseshoe tournament and music.
37 Staff has reviewed the application and, with the addition of certain safety conditions, is
38 recommending approval of the permit and temporary license.

40 Item 4E, Joint Powers Agreement with the City of St. Paul regarding assistance for
41 Republican National Convention — Administrator Heitke reported that the City of St.
42 Paul is the host city for the 2008 National Republican Convention (RNC) in September.
43 The City of St. Paul is in need of and has requested additional law enforcement personnel
44 to ensure that they can provide the public safety and security measures required of an
45 event the size and unique nature of the RNC. The Lino Lakes Police Department is

1 requesting council authorization to enter into a joint powers agreement (JPA) for these
2 services; St. Paul will reimburse the City of Lino Lakes for the services rendered both
3 during the event itself as well as the training prior to the event. He reviewed the proposed
4 JPA noting that it has been approved by the city attorney.
