Mr. Andrew Levi. was not present. 2. Call to Order and Roll Call The October 0, 2014 City of Lino Lakes Park Board Meeting was called to order at 6:33 pm by. Chair Mr. George Lindy: _ proval of Minutes from January 6th, 2014 Chair George Lindy made a Motion to approve the January 6th, 2014 Meeting Minutes. Motion was carried. 4. Setting Agenda There were no changes to the agenda. Mr. George Lindy summarized the main issue for discussion would be the New Business of the Watermark Development Plan. 5. Open Mike There was no one present for open mike. 6. New Business. Review Watermark Development Concept Plan Discussions for Watermark Park Concept Plan as Follows: Park Board Minutes October 6th, 2014 Page 1 Introductions Lino Lakes City Planner, Ms. Katie Larsen introduced Mr. Rick Packer. Rick Packer is the Land Development Manager for Mattamy Homes Minnesota Division and is attending the meeting to represent the Watermark Development Concept Plan. Public Services Director, Mr. Rick DeGardner stated that Watermark Development is proposing a 372 acre master planned community located between 20th Ave and Highway 35E just north of County Road 14. The neighborhood is proposed to consist of 876 units consisting of detached single family homes and attached row townhomes. The Comprehensive Plan contemplates a 5 acre neighborhood park integrated into an open space system that contains trails and sidewalks that traverse throughout the neighborhood. Mr. Packer stated that the park location will be a focal point for the community upon 4 entering the development. The park location is designed for aesthetic appeal for people to see as you enter the development and to set off the tone of the neighborhood. Mr. Packer believes that this will make a positive impression and they currently plan on building the park with first phase of development. Description of the Development Site and Design Mr. Packer noted that'the development will have substantial ponds, it has heavy clay soils; and ponds will be approx. 20' to;25' feet deep. The developer is exploring the potential of building,a small recreational building referred to as a "community center" but that is, still uncertain and something the city may want to consider and also more market analysis will need to be done, Developer notes that current market analysis shows homeowners want main hying areas to face out to backyards and open space areas and that is the designthey will ;be following for this development. Included in plan is a small pocket of townhouses in,the SE corner. They are still developing single family detached living options with 42' to 75' wide lots. Largest lots are 75 ft. wide. Approx. 40% of the site is planned to be left as ponds and open spaces at this time. Connection to Sidewalks and Trail Systems The Park Board then discussed the sidewalks and the trail connections in the Concept Plan and discussed the options for how those sidewalks and trails would connect to the park. Park Board Minutes October 6th, 2014 Page 1 2 Ms. Larsen talked about a possible future plan to extend trails around the development site. Mr. Packer noted that if the City approves this development then more discussion with Anoka County would need to be done to determine the future plan for additional sidewalks and trail system throughout the entire development. However, this would first rely on the city's approval and then they will extend to the County for more discussion. Conversation continued on easements, water levels and elevations, lot sizes and preliminary designs for sidewalks and trails throughout the development. Trail connections were discussed in regards to the ease of accessibility, the design of the trail connections to the sidewalk systems, and the access of sidewalks to the park. Discussion on 20th Ave The Park Board questioned the future plans to increase the width of 20th Ave. It was conferred that it is unknown at this time what the time frame would be for 20th to be redone. Mr. DeGardner noted that the process in the past has been that the trigger for the City to expand the trail system along County roads is commonly done when roads are reconstructed or widened. Ms. Larsen showed the Park Board members the comprehensive plan for 20th that is currently proposed. Ms. Larsen noted that in comparison with this project, similar conversations were held for the NorthPointe Development,project withthe County. Mr. Packer stated that ideally it makes more sense to them that they would have their park dedication funds remain in their development and be put to use in their neighborhoodpark. How Sidewalks will<be Maintained Board member Mr. Huelman asked about how the sidewalks will be handled in regards to maintenance. Mr. DeGardner replied that the city is currently responsible for sidewalks. Closing Discussions Mr. Packer talked briefly about preliminary berms and designs for visual landscaping in the development. He said that at this time he would like to work with the City and the Park Board on designs for the park. Mr. Packer repeated that he would like to construct the park in the first phase of development with their park dedication fees. Park Board Minutes October 6th, 2014 Page 1 3 It was noted that the next step in the process of this Concept Plan is that this would go before the Planning and Zoning Board, the City Council, and then Mr. Packer and his team would present a more detailed plan to the Park Board again for review. Mr. DeGardner commented in closing that the Park Board could use Clearwater Creek Park for comparison because that is also a 5 acre park located in Lino Lakes. 7. Old Business There was no old business to discuss. 8. Review Parks Department Update Mr. DeGardner reviewed Park Supervisor, Mike Hoffman's 2014 Year -to -Date Park Maintenance Update. Items noted: • Dogipot stations are very popular by people more added in 2014. using trail systems in 2014 with three • The special project done this season at Cty Rd 14 median resulted in more in house labor than originally planned but is now completed. • Behm's;Park had brush clearing work done by the Watershed District early this season. Work was done to fix the area and make it more aesthetically appealing and the Watershedreimbursed us for the trees. r. Hoffman was without one full-time park maintenance employee all season, but he was able to keep things up and running very smoothly. 9. Review Recreation Department=Update 9a. 2014 Playground Program Report Mr. DeGardnerrreviewed=Recreation Supervisor Tanya Mozingo's 2014 Playground Program Update. Items noted: • In 2014, we had over 400 kids attending the summer playground program. • Theme weeks continue to be popular and are well organized. Park Board Minutes October 6th, 2014 Page 1 4 • Chair Mr. Lindy gave positive feedback about the changes in playground program over the previous few years and how it is a good value for our residents. 9b. 2014 Recreation Update Mr. DeGardner reviewed Recreation Supervisor Brian Hronski's 2014 Year -to -Date Recreation Update Items noted: ■ Fall soccer has 375 kids participating this year and is a continued successful program. ■ We are currently working on our fall/winter brochure. • Upcoming free event is the Gobbler Games on November 1$` which will again be offered this year. 10. The joint meeting will be held on Monday, March 16, 2015 at 6:30 p.m. in the Community Room. An agenda will be distributed prior to the meeting date. MEMORANDUM DATE: March 2, 2015 TO: Park Board FROM: Rick DeGardner, Public Services Director RE: Watermark Development — Master Planning of Park Mrs. Candace Amberg, Senior Landscape Architect from WSB Engineering will be attending Monday's Park Board meeting to begin the master planning process of the Watermark Development neighborhood park. This development was reviewed/discussed extensively at the October, 2014 Park Board meeting (Please review the minutes for reference). Neighborhood parks serve the recreational needs of individual neighborhoods within the city. These parks bring people together to recreate and socialize close to home. Providing a balanced set of amenities that appeal to a broad range of individuals is important to meeting contemporary park needs — although active, non -programmed recreation remains the mainstay of neighborhood parks. The specific design of neighborhood parks responds to the localized needs of the neighborhood where they are located, rather than the generalized needs of the overall community. The general palette of amenities typically found within this class of park includes: • Play area for multiple age groups • Trail loop internal to the park, with connection to community trail system and local streets • Open maintained green space for informal use (2-3 acres optimal) • Basketball half court and/or volleyball court • Hardcourt area for hopscotch, 4 -square, etc • General site amenities — benches, picnic tables, trash containers, etc • Picnic shelter • Aesthetic improvements and architectural elements • Ornamental landscaping near active use areas • Natural landscaping and natural stormwater infiltration • Parking — on limited on -demand only basis Date: March 2, 2015 To: Park Board From: Mike Hoffman - Parks Supervisor RE: Parks Department Update PARK DEPARTMENT UPDATE Agenda Item 9 October 2014 to March 2015 Parks Maintenance Update The following is a summary of park maintenance tasks performed from October 2014 to date: Fall Soccer Maintained soccer fields Repainted fields as needed Removed nets and goals for season and put in storage Inventory done of soccer nets Turf Maintenance Final mowing of the season completed on all turf Core aeration was completed on all athletic fields Overseeding was done on turf areas as needed Irrigation Systems Performed irrigation system blowouts for end of season Maintenance work was done on 9 parks and 10 other city maintained irrigation systems. Equipment Tasks Equipment maintenance and upkeep performed on a regular basis Winterization performed on Parks equipment Conversion of summer equipment to winter equipment Storage of all summer Park equipment Page 1 1 Skating Rinks/Warming Houses Replaced damaged rink boards Repaired gates Mowed and removed debris Attached new netting to hockey goals Delivered goals to rink locations Snow removal to prep for flooding Flooding of rinks Cleaned all warming houses Daily Rink Maintenance which includes sweeping, blowing, shoveling, and flooding. Snow Removal Plowed cul-de-sacs, roads and trails Plowed parking lots and sidewalks as needed Plowing and ice control done as needed and on a regular basis throughout the winter season Additional Tasks Trail trimming completed Perennial bed clean ups Routine weekly checks of garbage and dogipots Removed Country Lakes docks Hazard tree removal in Country Lakes Park Attended Hazard Tree ID and Pruning Seminar Additional Projects > Wood Duck Houses Wood duck houses were maintained and replacements made as necessary. 12 of our oldest houses were replaced with new cedar houses that were built and donated to us by our local girl scouts. We also checked and prepped approx 50 others for the 2015 nesting season. > Christmas Tree Recycling Christmas trees were chipped at Sunrise Park and Country Lakes Park drop sites. Page I2 ➢ Assembled 13 Park Benches. These cast iron bench frames were purchased from the City of Plymouth for $20/ea and we are sanding and repainting frames and reassembling them with new lumber and hardware. We will use these to replace our oldest benches at various park locations. ➢ Wollan's Park Wetland Restoration We burned wood and brush piles. We also flail mowed invasive Buckthorn and Reed Canary Grass. D Boulevard Tree Pruning. We have pruned over 100 blvd trees in the Bluebill Ponds Development and are currently working our way through the Highland Meadows Development. We also hope to complete the Apollo Meadows Development as well as West Shadow Lake Drive S by the end of March. Our primary reasons for pruning street and park trees are to raise the canopy for clearance, to remove co -dominant branches to produce a single leader and to remove branches with included bark or weak branch attachment to the trunk. Our goal is to set the tree up for success for years to come by removing weak and competing branches. > County Road 23 Median Beds. We are planning to renovate these beds this spring. Work to date has included: — Working with MN DOT to obtain necessary permits. — Working with Anoka County Highway Depart to obtain necessary permits. — Working with Safety Signs MN to develop a traffic control plan. — Ordering of replacement plant material. — Obtaining bids to provide mulch for beds. I will continue to provide updates on the status of this project at future meetings. Page 13 RECREATION DEPARTMENT UPDATE Agenda Item 10 Date: March 2, 2015 To: Park Board From: Brian Hronski and Tanya Mozingo — Recreation Supervisors RE: Recreation Department Updates 2015 Year -to -Date Recreation Program Updates • FaII/Winter Senior adult trips included performances such as "The Buddy Holly Story", "Outside Mullingar", "Radio Man" and average of 30 people attend these trips. More day trips and theater outings are planned through August. • Breakfast with Santa had another successful run. A continental breakfast was served to families before they took their picture with Santa, completed crafts and decorated gingerbread cookies. • Santa was busy again this year writing approximately 200 letters to children and adults, making their holiday season a little brighter. • The Secret Holiday Shop was back for two nights in December. 110 shoppers found the perfect gift for their family and friends. • Snow Day was held the last weekend in January. We had just enough snow for this collaborative event and enjoyed a decent turnout. • Sweetheart Party was a success in February with over 100 children and their dates in attendance. The event featured crafts, treats, and a DJ. • Super Hero Carnival was held this past weekend. 120 children dressed up as their favorite super hero and enjoyed a morning of carnival games, face painting and ice cream. Page 1 1 • Youth Instructional programs such as Preschool Dance, Tap and Ballet, and Tae Kwon Do have been going smoothly. Winter sessions are winding down and spring sessions will kick off after spring break. • Adult fitness classes have a strong following and the instructors do a fabulous job of providing an energetic workout. • Spring/Summer registration starts March 2 for Lino Lakes Residents and March 5 for the general public. Some programs to highlight include: Doughnuts with Mom on May 2 Basketball Camp end of July Puppet Show Series Art Camps for Pre -K to middle school ages Friday Field Trip series — total of 7 camps throughout the metro area Volleyball Camp in June and July Stand Up Paddle Board Lessons Family Corn Roast and Community Night — July 30 Movies in the Park — once a month Blue Heron Days - Aug 14-16 • Open Volleyball has been a big success this winter. Every Friday evening from 6:30 — 9:30 PM @ Centennial Middle School we have open adult volleyball. For $5 per person a player can enjoy playing pickup volleyball. We have averaged over 20 players per night since December • Light Up Lino Lakes was back again this year and we had 6 Lino Lakes homes participate in the event. The judging committee picked a night in December to judge each house on their decorations. • Snack & Skate classes were held again at Sunrise Park this winter starting in January, we had 15 participants take part in skating lessons while enjoying a snack and a drink after each lesson. • Hockey Skills classes were held on Saturdays at Sunrise Park and we had 3 participants who took part in skating and basic hockey drills. • The Warming Houses opened for the season on January 2nd and are currently still open due to the cool temperatures as the ice conditions are still outstanding. Once opened we have only closed the rinks three times due to weather issues.
