Call to Order and Roll; Call The March, 2, 2015 City of Lino Lakes Park Board Meeting was called to order at 6:35 by Public Services Director Rick DeGardner. Chair Mr. George Lindy was not present. 3. Approval of Minutes from October 6, 2014 Mr. Jensen made a 1Vlotion to approve the January 6, 2014 Meeting Minutes. Motion supported and seconded by Pat Huelman Motion was approved. 4. Adopt the 2015 Meeting Calendar Due to the 4th of July holiday weekend, the July meeting date will be moved to Monday July 13, 2015. Reminder was given to the Board for the Joint Meeting with the City Council to be held on March 16, 2015 at 6:30 p.m. Park Board Minutes March 2, 2015 Page 1 1 5. Setting Agenda There were no changes to the agenda. 6. Open Mike There was no one present for open mike 7. New Business. Review Watermark Development Park Design Concepts Discussion for Watermark Park Concept Plan as Follow Introductions Mr. DeGardner introduced Mr. Rick Packer from Watermark Development. Mr. Packer is the Land Development Manager for MattamyIlomes Minnesota Division. Mr. Packer introduced that the proposed park design'to be discussed is a neighborhood park located in the new Watermark Development. Mr. DeGardner introduced Candice Amberg and Bailey Krause, Architects from WSB & Associates. They displayed three design concepts for the Board to discuss. Ms. Krause gave a brief overview of the concepts. Concept #1 described asthe most active park coney • Parking lot is brought into the park. • Tennis courts to the west of the parking lot to keep it away from residents. • Playground is south of the parking lot (peanut shaped) Ball field /open green space is east of the parking lot Picnic shelter is close to the playground area and has its own dedicated green space there would be a seating overlook close to the wetland area Concept`#2 described as a more naturalist and open concept: • No parking on this concept • Half- court basketball on the NE end • Open green space is the dashed oval • Playground on either side of the shelter • Shelter is larger in this concept • Another overlook area by the wetland Park Board Minutes March 2, 2015 Page 1 2 Concept #3 described as a more formal concept: • Parallel parking along the northern road • Playground is up in the NW corner • Ball field /open green in center • Tennis courts along open green area but still pretty far from residential areas • Overlook by wetland Design Items Discussed Parking Mr. DeGardner encouraged discussion regarding the parking=lot versus the bump out on the street for street parking. Mr. Rick Packer said that he had no preference either way at this time and he invited the Board membersto give their opinions. It was noted that a parking lot may possibly invite additional non -neighborhood traffic to a neighborhood park. Also noted' Were the flow of traffic to and from the park, and the convenience of the parking locations tothe playground and other high use areas of the park. The Board debated and ultimately recommended that the bump out for street parking should be incorporated into the next park design concept. �e Board talked about the location of the playground area and the court area in relation o noise factors and the surrounding homes. Basketball and tennis courts were debated as being included in the park design. The Board discussed and compared other parks they're familiar with in surrounding areas and what amenities that are available in those parks. Future maintenance requirements of the courts were also discussed. The overall consensus was that basketball courts would have more use than tennis courts and that a basketball court should be included in the park design. Park Board Minutes March 2, 2015 Page 1 3 Entrance to the Park Mr. Packer noted that one way of viewing the entrance to the park would be that you would want to keep the youngest children which would most likely be at the playground area away from the roadways. Also noted was a possible need for a roundabout in the future near the south side of the park due to traffic and the size of the development. An additional sidewalk connection was suggested to be included in the next design concept for easier accessibility from the street parking to the playground and picnic areas. Berms and Trees Candice Amberg from WSB stated that she was opposed to berms in neighborhood park designs due to obstruction of views and difficulty growing and maintaining plants on berms. The Board agreed that berms were not something they wanted to consider within the park design. The Board liked the concept of having trees planted along the sidewalks which would provide future shade and also add aesthetic appeal. Park Shelter The Board recommended moving the playground slightly southward to allow for a larger open active play area. They also recommended' the pavilion and picnic tables pushed toward the water as opposed to being nearthe street. Conclusion argely, the Board liked design concept #2 with a basketball court, street parking, a park shelter, picnic tables,: and trees planted throughout and along the sidewalks. WSB will return at the next park board meeting with an updated design concept for review. Mr. Packer noted that Watermark Development is planning to construct and complete the park in the first stage of development. 8. Old Business There was no old business to discuss. 9. Next Park Board Meeting The next Park Board Meeting will be Monday April 6, 2014 at 6:30 pm. 12. Adjourn Mr. Jensen made a motion to adjourn the meeting. Mrs. Candace Amberg and Ms. Bailey Krause from WSB Engineering will be attending Monday's Park Board meeting to review the master plan and receive any further comments concerning the park design. Once finalized, the intent is for the Park Board to approve the final master plan. The developer will then develop the park area in conjunction with the development of Phase I. Ice making operations started in late December which pushed our opening date to after the New Year. We now have had three excellent seasons in a row which we hope will continue next year. Our ice season kicked off on Friday January 2"d which was twenty days later than it last year. Our goal is to always have the ice and warming houses ready by the time the school holiday break starts but this year we were not able to accomplish that. We were closed a total of three days this season and that was great especially since we opened the rinks later than expected. Last year we were closed eight total days so that was a welcomed gain of five extra days for us this season. Two out of the three rink closings were due to temperatures dropping into the negative digits and the other closing came on a 44 degree unusually warm January day. We did not close the rinks for large amounts of snow since we broke records for all the snow we didn't get. As in past years the Centennial Hockey Association used our rinks for their youth hockey practices. As was the case last year we saw a decline in the number of youth teams using our rinks this year. I know the Centennial hockey association still has the same number of teams as in past seasons so it's possible there is more indoor ice available for practice. Joe Gratz who is the outdoor ice coordinator for CYHA was in communication with me prior to the season and did a nice job getting me schedules in a timely fashion. This year we went back to having City Hall Park as a part time facility, the numbers and budget concerns do not warrant us being open full time. Birch Park saw a decrease in the number of hourly skaters as our average skaters per hour dropped by 1.23. City Hall Park was up by almost a skater more per hour and Sunrise Park stayed virtually the same as last year with 15.6 skaters per hour. We had three accident reports turned in this year but none were serious. The injuries ranged from a bruised shin to a cut above an eyebrow and finger. As in past years Don Jensen was able to clean Sunrise and Birch Park on Saturday mornings. This was a nice service to provide especially at the rinks with higher use. Not cleaning the rinks at all over the weekend really lessons the skating conditions. We closed for the season on Monday March 2nd which marked the longest in the past ten years the rinks have stayed open. If our budget wasn't a concern staying open another three or four days was easily within grasp. Based on attendance most families and regular rink users were done skating by the end of February. Overall we had a very good season! With the lack of snow and the cold temperatures quality ice making was easy to accomplish. Back in the 1990's - early 2000's the City Council designated funding (usually $25,000) each year from the general fund for "Trail Connections." Then the City Council decided to discontinue funding for all parks and trails projects from the General Fund in order to maintain/lower the levy and tax rate. Consequently, our only funding sources for trail construction projects are park dedication dollars (which the city receives from development) and grants. Since park dedication revenues are typically designated for parks and trails amenities within the development; and grant funding is very limited/competitive, we don't have a viable funding source for the type of trail connections you are inquiring about. I am hopeful that sometime in the near future the City Council will decide to again fund trail connection projects through the general fund. will forward your email and my response to the Park Board. The trail along Holly has been so great for the residents over the past few years and finishing that connecting portion would allow people to stay off the busy street. At the one stretch where the sidewalk ends it is sloped steeply to the street and shoots kids out on their bikes if they are not careful. It would be a nice addition to finish off that stretch.
