APPROVAL OF MINUTES
It was moved by T. Colgan to approve the minutes of September 5, 2013. The motion was
seconded by C. Wagner and passed unanimously.
5 YEAR STRATEGIC PLAN DISCUSSION
Due to a lack of board members present discussion on the strategic plan was postponed until the
next scheduled meeting. Committee discussion continued regarding the City Council’s
procedure to appoint new members and fill vacant positions. Mr. Grochala indicated that the
council would be making appointments sometime in January. The committee also discussed the
possibility of reaching out to area business for member recruitment. Mr. Grochala stated that he
would begin a process to contact business owners as part of a developing Business Retention and
Expansion Program.
The committee recommended that the next meeting be postponed until the vacant positions were
filled.

Mr. Grochala provided an update on various projects throughout the city

DISCUSSION TOPIC: 5 year Strategic Plan Discussion
BACKGROUND
EDAC discussed the update of the Economic Development 5 year Strategic Plan at the
September 5, 2013 meeting. Kirsten Barsness of Barsness Consulting will be present at the
meeting to kick off the update project.
With the addition of new members, we feel it would be helpful to review development
opportunities within our community. Staff will provide an overview of what we believe are the
major opportunities areas within the city as well as project priorities.
Mr. Barsness will be facilitating a prioritization discussion.
