We have two topics for discussion at the meeting. Watermark (Mattamy Homes) As we briefly discussed at the September meeting Mattamy Homes has submitted a concept plan for review and comment. The proposed development is a PUD master planned residential community located in the northwest quadrant of I-35E and CSAH 14/Main Street. It contains 12 parcels totaling approximately 372 gross acres and consists of a residential density mix of single family lots and townhomes totaling 876 housing units. The proposed development is called Watermark. Of specific interest to EDAC is the proposal to develop the area entirely with residential uses. The comprehensive plan allowed for the site to include a commercial component in the southeast quadrant of the site. Mattamy, however, is not pursuing commercial development due to lack of market interest. A copy of the Mattamy Concept Plan is attached. Staff will provide additional background information at the meeting as well as a review of surrounding property available for commercial development. Community Profile The packet includes and updated Community Profile. We are still working to incorporate a few additional comments provided by the commission. Also attached is a draft of the Request for Expressions of Interest that we plan to send out to developers for the Woods Edge site owned by the City. The motion was seconded by Nathan Vojtech and passed unanimously. REVIEW OF DRAFT COMMUNITY PROFILE Mr. Grochala provided an overview of the proposed Community Profile Brochure draft. The Brochure Draft was discussed and several changes related to both content and format were suggested. PROJECT UPDATES Mr. Grochala stated that the Mattamy Residential Project will be discussed at the October Economic Development Advisory Committee meeting which will be held on October 9, 2014. Outstanding Opportunities. Woods Edge, conveniently located at the interchange of Interstate 35W and County Highway 23, lies in the heart of Lino Lakes’ growing town center. The development currently includes City Hall, bank, medical clinic, apartments, senior living, and one of the most successful YMCA’s in the metro area. Request for Expressions of Interest The City of Lino Lakes owns a development site at the Intersection of Interstate 35W and Lake Drive. There are 20 acres remaining in the Planned Unit Development that contains the Chain of Lakes YMCA, civic offices, apartments, an assisted living complex, bank and a medical clinic. Infrastructure has been constructed with all utilities available on site. Amenities include nearby shopping in a center anchored by Kohl’s and Target. Adjacent to the site is the 5,500 acre Rice Creek Chain of Lakes Regional Park Reserve with trail connections. Available for development are three distinctive areas referenced as the Urban Block, Neighborhood Block and Town Square Block. Flexibility in developing a mix of uses exists and can be accommodated. Parcels can be sold separately or combined. Lino Lakes is seeking development interest and input from development professionals including both high density housing and commercial/retail developers. The City is motivated to partner with quality developers in evaluating options to stimulate further development. The purpose of the Request for Expressions of Interest (RFEI) is to acquire additional information and input to enhance the City’s understanding of market conditions and evaluate the level of private sector interest. Information received through the RFEI process may be used to form the development of one or more Request for Proposals or Request for Qualifications related to the sale and development of either the entire site or smaller components. Requested Information The goal of this RFEI is to determine the level of interest from development professionals in partnering with the City on the development of the Legacy at Woods Edge site. Information sought includes possible scenarios; sales disposition and property valuations; market conditions and an estimated development timeline. Background on the site, including possible development scenarios, is included in Appendix A attached to this RFEI. To aid in your responses, the graphic provided above breaks up the Legacy at Woods Edge Development into its three quadrants known as “Urban Block”, “Neighborhood Block, and “Town Square Block”. Specific information requested includes: 1) The City owns the property and is a potential development partner. What possible deal structures would your firm consider? Please describe the best fit for your firm. Your choices are not limited to the suggestions below: • Master developer with development fee • Joint venture partnership • Extended contract to market and develop • Another type of public-private partnership –describe your proposal 2) In this market which block would your development firm consider developing first? What would the phasing and associated timeline be? 3) What type of high density multi-family housing development would your firm consider for the Neigborhood Block? 4) How many units of higher density would you propose and what would be the mix?
