HomeMy WebLinkAbout04/16/2012 EDAC MinutesEDAC MINUTES APRIL 16, 2012 APPROVED 1 CITY OF LINO LAKES 1 MINUTES OF SPECIAL JOINT CITY COUNCIL, PLANNING & ZONING 2 BOARD AND ECONOMIC DEVELOPMENT ADVISORY COMMITTEE 3 4 DATE : April 16, 2012 5 TIME STARTED : 6:30 p.m. 6 TIME ENDED : 8:30 p.m. 7 MEMBERS PRESENT 8 Mayor and Council 9 Members of P&Z and EDAC 10 Gordon Hughes and Cathy Bennett from ULI 11 Rick Collins, Ryan Companies 12 Rusty Fiefield, Northland Securities 13 Dan Cornejo, Cornejo Consulting 14 Bill Beard, The Beard Group 15 16 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael 17 Grochala; Economic Development Coordinator Mary Alice Divine; City Planner Paul Bengtson; 18 Community Development Assistant Dawn Bugge 19 20 “Navigating the New Normal Workshop” 21 Mr. Gordon Hughes and Cathy Bennett from the Urban Land Institute presented both national and 22 local demographics showing rapid population shifts occurring, changes in housing types resulting 23 from the population trends, and changes in development patterns and markets. A panel discussion 24 ensued with members of the development community explaining the changes in development since 25 2007, including the fact that there are fewer developers in today’s market. Developers explained what 26 they look for in a community and how cities can position themselves to attract development. 27 28 A discussion period followed with council and board members asking questions of the panel. 29 Discussion items included: 30  Nationally baby boomers and Gen Y are looking for smaller homes, often prefer to rent. 31  Development has slowed due to lack of capitol, glut of existing space, fewer developers 32  Developers go to the places that are easiest to develop 33  Retail follows rooftops. Lino Lakes will have to increase total households and density to 34 support additional retail 35  Developers need certainty. Developers would rather hear a “fast” no than a “slow” maybe 36 because of “pursuit costs” to get to an approval. 37  Specific site plans can deter development. Flexibility is important 38  Lino Lakes can be a choice for people who want suburban lifestyle 39  Diversity of housing helps retain those who grew up in Lino Lakes 40  City attributes such as the YMCA and trails can assist development 41 42 Meeting adjourned, 8:30 p.m. 43 44 45
