GENERAL/MINUTES
Minutes of May 4, 2006 were approved.
NATURES REFUGE JOINT MEETING
Members discussed the information presented at the joint council/advisory board meeting
regarding the proposed Nature’s Refuge. Members were in general consensus that is was a
positive direction for housing development in the city.
ANOKA COUNTY PARTNERS
David Piggott, director of the newly formed Anoka County Partners (ACP), spoke to members
regarding the new vision and goals of the economic development organization. It was formed to
assist cities in Anoka County with attracting new businesses.He noted that ACP was moving in
a different direction that the former Anoka County Economic Development Partnership, headed
by Roger Jensen (former EDAC member). The former partnership concentrated on finding
investors for start up high tech companies, which were incubated in a building in Columbia
Heights.
He discussed major Anoka County initiatives such as light rail, reconstruction of Hwy. 65,
sewage treatment in East Bethel as issues that needed lobbying efforts at the legislature.He
noted that they have new offices in Coon Rapids, and will be setting up a website, hiring a
research manager and marketing person.
The ACP is expected to be funded 1/3 by Anoka County, 1/3 by private investment, and 1/3 by
participating cities. Anoka County has dedicated $100,000 for 2006 from general revenues.
Cities are being asked to dedicate $.50 per capita. Lino Lakes contribution would amount to
$9,362.50.
Other cities that have already agreed to participate are: Centerville, Columbus, St. Francis and
Ramsey. Other cities are considering it for their 2007 budgets.

Those cities who participate will have representation on the board of directors.
Members discussed how participation could benefit the City of Lino Lakes, especially on the
35E corridor.
Mr. Milbauer moved to recommend the city council support the funding for Anoka County
Partners in 2007 to enhance the growth and development of Lino Lakes, with Lino Lakes
representation on the board of directors.Ms. Schwartz seconded the motion. Motion passed
unanimously.
UPDATES
Ms. Divine updated members on recent projects. Members will hear more about the community
visioning and comprehensive plan process at the August meeting.
