GENERAL/MINUTES
Minutes of December 1,2005 were approved, noting that Mayor Bergeson was present for the
end of the meeting.
VIKINGS STADIUM RESOLUTION
Ms. Divine informed the board that the City Council did not adopt the Resolution that was
requested by an anti-stadium group stating that it supported a voter referendum on the issue of
whether an Anoka County sales tax would be used to help pay for the stadium. The vote was 3-2.
However, Councilmember Reinert proposed a resolution that stated that the city would put a
question on the upcoming city survey asking whether residents wanted the right to vote on the
sales tax.The survey results to that question would be sent to Anoka County and to state
legislators.
Decision Resources has been hired to complete the survey. The firm put together a survey
question regarding the stadium vote, but there is debate on the council over the wording.
Decision Resources will be asked to explore other options for asking the question , but it will
delay the survey a few weeks.Ms. Divine read the proposed question, and discussion followed.
Members generally agreed believed the question could be asked more clearly.
Ms. Divine noted that a larger issue than the stadium question is the survey itself. There has been
discussion among the council is that there has been a public campaign to influence residents
regarding growth questions . Decision Resources typically looks for “hot spots” in a community
and questions the tainting of the survey. Potentially they could qualify the growth management
questions.
Mr. Vacha questioned surveying only 400 people. Ms. Divine noted that this random sample is
based on Decision Resources’professional experience.The next step after the survey is the
community vision process. Mr. Vacha suggested the survey be delayed because of the recent
controversy, to provide time for things to settle down. Ms. Schwartz noted that the stadium
question needs to be asked so the results can go to the legislature during this session.

ANOKA COUNTY REGIONAL LIBRARY
Ms. Divine informed the board that Anoka County Library Board is searching for a site for a new
regional library. Staff has met with the director, the board and several county commissioners.
There is interest in the 35W interchange as the best site for the regional draw. The board is
considering sites in Lino Lakes, one in Woods Edge and a couple other sites around the
interchange. Timing is an issue,especially in Woods Edge, since Hartford has some tenants and
is considering a multi-tenant building on the only site that would work for the library.There is a
potential to get Dunn Bros in connection with the library. No action is required at this time, staff
will be working on this.
STREETSCAPE PLAN –LEGACY AT WOODS EDGE
Ms. Divine shared the streetscape and plan for the community green in Legacy at Woods Edge.
The community green will have open space, a pergola for a band or entertainment area, and there
will be an interactive water feature.An other area will have gardens and seating areas. Plantings
will be manicured in the green. The streetscape plan includes heavily treed boulevards,
decorative lighting that will have hanging baskets, and some of them will have a Lino Lakes
emblem in it. Thought has been given to lighting and electrical connections for events.
Members questioned an open air design on the pergola if it is to be used by bands and events.
Ms. Divine said she would bring the concern back to the designers.
2006-2007 ACTION PLAN
Ms. Divine asked members to take the plan home and review it. She would like members to have
a free discussion based on their own experiences and desires from living and working in Lino
Lakes. Appointments to the board will be made by the council, there is no schedule yet. She
would prefer the new appointments be made before reviewing the plan. Potentially this can be
discussed at the next EDAC meeting.
UPDATES
Members had some discussion about Hardwood Creek and the fact that Hugo’s growth is
spurring Lino Lakes commercial. Mr. Vacha questioned having to provide TIF to the
commercial. Ms. Divine explained that TIF cannot be used on new commercial, and the
advantage of a large master planned development is that it can hold its own without public
subsidy. In addition, it can provide needed infrastructure improvements off site.
