RESOLUTION NO. 14-15
APPROVING PUD DEVELOPMENT STAGE PLAN/PRELIMINARY PLAT FOR
SADDLE CLUB
WHEREAS, the City has received an application for PUD Development Stage Plan/Preliminary
Plat for Saddle Club hereafter referred to as "Development"; and
WHEREAS, City staff has completed a review of the "Development" based on the revised Plan
Set prepared by Plowe Engineering and EG Rud & Sons, Inc. dated December 13, 2013 and
received by the City on December 16, 2013; and
WHEREAS, a public hearing was held before the Planning & Zoning Board on November 13,
2013 and the Board recommended approval of the "Development"; and
WHEREAS, the "Development" meets the requirements of the City's Zoning and Subdivision
Ordinances; and
WHEREAS, the "Development" meets the purpose and intent of the PUD -Planned Unit
Development ordinance by preserving and enhancing the desirable site characteristics such as
existing vegetation, natural topography and geologic features and by promoting an efficient use
of land resulting in smaller networks of utilities and streets; and
WHEREAS, the PUD -Planned Unit Development provides the following flexibilities:
• Minimum lot size (contiguous buildable area) of less than standard 10,800 square feet,
• Reduced front and rear yard setback from 30 feet to 25 feet,
• Reduced road right of way from 60 feet to 50 feet,
• Reduced street width from 32 feet to 28 feet; and
WHEREAS, these PUD -Planned Unit Development flexibilities are provided to establish a
future roadway connection to Fox Road, complete the greenway corridor, reduce the
development footprint in environmentally sensitive areas and provide conservation easements to
protect natural habitats and wetlands areas; and
WHEREAS, the City finds it will benefit both the developer and the public to connect Fox Road
and utilities to the Foxborough development located southwest of the Saddle Club subdivision;
and
WHEREAS, a land use application for PUD Final Plan/Final Plat, a Development Contract
detailing escrows and a summary table by lot and block of lot sizes and setbacks shall be
required.
NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes
hereby approves the PUD Development Stage Plan/Preliminary Plat for Saddle Club, subject to
the following conditions being met prior to PUD Final Plan/Final Plat:

1. All comments from the City Engineer letter dated December 26, 2013 shall be addressed.
2. All comments from the Environmental Coordinated Letter dated January 3, 2014 shall be
addressed.
3. The City will cooperate with the developer to obtain public right-of-way and/or
easements for the extension of Fox Road and utilities to the Foxborough development. If
acquired, the developer will be responsible for all applicable costs associated with said
improvements including land acquisition.
4. A Phasing Plan for development shall be included in the plan set.
5. Easement documentation for road connections to Old Birch Street and Pheasant Run
South shall be provided to the City.
6. Conservation easement shall be drafted by the developer and submitted to the City for
review and approval.
7. Conservation easement language shall include allowance for construction of trails, parks,
storm water management facilities, retaining walls, etc.
8. Comments/Revision to Sheet CO, Title Sheet:
a. Old Birch Street shall be renamed Pheasant Run South as required by emergency
services.
b. Pine Cone Court shall be renamed to eliminate multiple uses of "Pine" throughout
the City.
9. Comments/Revision to Sheet C1-1 & C1-2, Preliminary Grading, Drainage & Erosion
Plan
a. Plan sheet notes sidewalk and bituminous trail by others. Sidewalk and trail shall
be installed by developer.
b. Sidewalk south of Black Berry Court shall be reviewed by the City Engineer to
determine if 8 foot wide bituminous trail is feasible.
c. A pedestrian access ramp shall be installed south of Lot 15, Block 1 to provide
access to the sidewalk/ trail from Black Berry Court.
d. A cost estimate for the trail construction shall be provided.
10. Comments/Revision to Sheet 1 of 9, Certificate of Survey with Resource Inventory:
a. The applicant shall submit a Letter of Map Revision (LOMR) to FEMA for
review and approval.
b. The flood elevation shall be determined during the platting process.
c. Letter of Map Revision shall be submitted after site grading.
d. Lots may require flood insurance until LOMR approved or City may not issue
building permits on lots impacted by floodplain until after LOMR approved.
11. Comments/Revisions to Sheet 4 and 5 of 9, Preliminary Plat:
a. Lots 14 and 15, Block 6 shall not extend into the wetland.
b. Lot 15, Block 6 shall have PUD flexibility to allow the rear setback to extend to
the conservation easement boundary.
c. Lot 1, Block 3 shall be revised so the retaining wall is located entirely within the
lot and outside of the standard drainage and utility easement.
d. Lot 1, Block 2 shall not extend into the wetland.
e. Lot 1, Block 2 shall have PUD flexibility to allow the rear setback to extend to the
conservation easement boundary.
12. Comments/Revisions to Sheet 7 and 8, Preliminary Landscape and Planting Plan:
a. The landscape plan shall include Open Area Landscape calculations as required
per ordinance.

b. Planting schedule (symbols, quantities, common and botanical names and sizes of
plant materials) and Planting Detail shall be included for all Open Area, Buffer,
Boulevard and Tree Preservation and Mitigation plantings.
13. Comments/Revisions to Tree Removal Worksheet:
a. Actual tree preservation and mitigation calculations shall be provided in chart
format as shown on page 3-44 of Tree Preservation and Mitigation Standards
ordinance.
b. Please include this chart with calculations on the Tree Removal Worksheet.
14. It is strongly recommended that a cul de sac be installed at the northern end of Old Birch
Street.
15. If a cul-de-sac is not installed at the northern end of Old Birch Street, then the east
intersection of Birch Street and Old Birch Street should become a right-in/right-out only.
16. The east/west section of Old Birch Street shall be improved with a bituminous overlay
per city standards.
17. Either a left turn lane or a bypass lane should be installed on Birch Street at the west
intersection of Birch Street and Old Birch Street.

The applicant has submitted a Land Use Application for a residential subdivision located south
of Birch Street off of Old Birch Street. Fifty-five (55) single family lots are proposed on the
39.80 gross acre site. The Land Use Application is for the following:
• Rezone property from R, Rural and R-1, Single Family Residential to PUD -Planned
Unit Development.
• PUD Development Stage Plan/Preliminary Plat for the Saddle Club.
BACKGROUND
Rezoning
The northern two-thirds of the site is currently zoned R-1, Single Family Residential and the
southern one-third is zoned R, Rural. The property requires rezoning to PUD -Planned Unit
Development to allow for the following flexibilities:
• Minimum lot size (contiguous buildable area) of less than standard 10,800 s.f.
• Reduced front and rear yard setback from 30 feet to 25 feet.
• Reduced road right of way from 60 feet to 50 feet.
• Reduced street width from 32 feet to 28 feet.
These PUD flexibilities are provided to establish a future roadway connection to Fox Road,
complete the greenway corridor, reduce the development footprint in environmentally sensitive
areas and provide conservation easements to protect natural habitats and wetlands areas.

The rezoning is consistent with the Zoning Ordinance and Comprehensive Plan. The purpose
and intent of the PUD is being met by preserving and enhancing the desirable site
characteristics such as existing vegetation, natural topography and geologic features and by
promoting an efficient use of land resulting in smaller networks of utilities and streets.

The Comprehensive Plan guides the site for low density sewered residential development
which allows for 1.6 to 3.9 dwelling units per acre. The proposed development density of 2.75
units/acre is consistent with the Comprehensive Plan in terms of residential use and density.
Subdivision Ordinance and Comprehensive Plan
The PUD Development Stage Plan/Preliminary Plat has been reviewed for compliance with the
comprehensive plan, zoning and subdivision ordinance. The proposed rezoning and PUD
Development Stage Plan/Preliminary Plat are not considered premature and they meet the
performance standards of the zoning and subdivision ordinance.
The Saddle Club property represents the final link of a multifunctional greenway corridor
stretching from Deer Lane (west of Foxborough) to Birch Park (east of Preserve at Lino Lakes).
The preliminary plat creates 6 blocks with 55 lots and 4 outlots. Open space, wetlands and
natural resources will be protected with conservation easements. Pheasant Run South will
extend from the east and connect with Old Birch Street as a local road. Fox Road will extend
north -south and terminate at the southwest property line to provide future connection to the
existing Fox Road in the Foxborough as was required and designed with that development.
The City will require payment in lieu of land dedication for purposes of public land dedication.
A public park trail will be constructed by the developer along the southern portion of the
development which will connect the existing trail in Foxborough and Preserve. A Tree
Inventory and Tree Removal Plan, Tree Removal Worksheet and Landscape Plan have been
submitted which identifies existing trees, trees to be removed, new plantings, basic use area,
natural resource conservation area and natural resource protected area. There are 19 delineated

wetlands on the site. Wetland fill and mitigation requirements will be subject to review and
approval of the RCWD. The northeast quadrant of the development falls within a FEMA
Floodplain Zone A. The applicant shall be required to submit the proper Letter of Map
Amendment or Letter of Map Revision to FEMA for review and approval.
Transportation Plan
Items discussed during the public hearing regarding transportation include the future extension
of Fox Road and access at Old Birch Street to Birch Street. Fox Road will extend north -south
and terminate at the southwest property line to provide future connection to the existing Fox
Road in the Foxborough as was required and designed with that development. Per the
subdivision ordinance, streets shall connect with streets already dedicated in adjoining or
adjacent subdivisions or provide for future connections. The CSAH 34 (Birch Street) Corridor
Study and the City Engineer further support the need to connect Fox Road to the south to
distribute traffic to other primary routes and provide alternate access points. The future
connection is required on property owned by a separate entity and may not occur with this
development.
Staff met with Anoka County to discuss access concerns at Old Birch Street and Birch Street.
The County agreed that improvements should be implemented and evaluated the cost and
design of a by-pass lane vs. turn lane on Birch Street at the west end of Old Birch Street.
Preliminary evaluation determined a by-pass lane to be more cost effective than a turn lane. To
minimize impacts to the existing conditions of the north -south section of Old Birch Street and
eliminate access points onto Birch Street, a cul de sac on the east end of Old Birch Street may
be installed. Cost sharing of improvements will further be discussed between the developer
and County.
Final Plat
A land use application for PUD Final Plan/Final Plat for Saddle Club shall be required. At
such time, the developer shall enter into a Development Contract and other documents as the
City deems necessary. The final plan shall summarize all allowed PUD flexibilities.
RECOMMENDATION
The Planning & Zoning Board held a public hearing on November 13, 2013 and continued the
hearing to the January 8, 2014 meeting. The Board and staff recommend approval of the
Rezoning and PUD Development Stage Plan/Preliminary Plat for Saddle Club subject to the
conditions listed in Resolution 14-15.

We have completed a review of the revised grading and utility plans that were submitted for the
Saddle Club PUD in Lino Lakes, MN.
The following documents were provided for review:
• Revised preliminary grading and utility plans dated 12/13/13 by Plowe Engineering
Based on our review, we offer the following comments that should be addressed by the
applicant:
PROCEDURAL
1. Operation and Maintenance Agreement for stormwater management facilities will be
required.
2. The applicant must receive permits from other agencies prior to construction. Permits
needed include the MPCA's NPDES Construction Stormwater Permit and RCWD's
Stormwater Management and Erosion Control Permits.
GRADING PLAN
1. Emergency Overflow locations and elevations need to be added to the plans for all street
low points.
2. Identify the location of any existing on-site wells or septic systems.
3. The hold down details need to be added to the plans.
4. All comments that were included in the memorandum prepared by Paul Hudalla dated
November 5, 2013 must be addressed.

5. The garage locations for Lots 6 & 7, Block 1 need to be relocated to be as far away from
the Fox Road intersection as possible.
6. The low floor elevation for Lot 4, Block 6 needs to be increased from 898.5 to 898.6 to
meet the minimum requirements of being 2 -feet above the adjacent HLW.
7. The outlet pipe for Pond 3 needs to be aligned so that it is not discharging into the
realigned ditch at a 90 degree angle.
8. Benchmark or datum should be provided on grading plan.
9. Provide additional detail on grading plan to ensure that drainage patterns for Wetlands Fl
and F3 continue to drain to the south and that the wetlands do not drain east for the
modeled design events.
STREET & UTILITY PLAN
1. The watermain extension from the existing 6 -inch stub located at the intersection of Birch
Street and Birch Court needs to be 8 -inch, not 6 -inch as shown.
2. Pipe bedding details will be required as part of the construction plans to confirm that the
PVC watermain will be bedded with select granular material.
3. As part of the construction plans, additional detail on how the locate wire is installed with
the watermain will be required.
4. The sanitary sewer extension to serve the north/south portion of Old Birch in the future
needs to extend 10 feet beyond the watermain stub so that future connections will not
undermine the watermain.
5. The east/west portion of Old Birch Street, from Birch Street to Pheasant Run South will
need to be reconstructed as part of this project.
6. The class of the sanitary sewer and watermain pipe must be included on the plans.
7. Please note that individual house sanitary sewer services cannot connect directly to
manholes. Services must connect to the sanitary sewer pipe with a wye connection. It
appears that Lot 2 Block 3 may have an issue with this requirement.
8. Lots with sanitary services longer than 100 feet in length will require cleanouts.
9. Lots with water services longer than 100 feet in length should be a minimum of 1-1/2
inches in diameter.
10. The materials and locations of the house services must be shown on the plans.

11. Sanitary sewer manhole No. 6 includes an interior drop of 6.45 feet. The maximum drop
allowed is 18 -inches. The grade on the sanitary pipe from manhole No. 13 to manhole
No. 6 needs to be adjusted accordingly.
12. The minimum storm sewer pipe size is 15 -inches in diameter.
13. All storm sewer must be RCP.
14. Storm sewer design calculations must be provided for review and approval prior to final
plat approval. Profile drawings of public utilities will also be needed with this submittal.
15. City detail plates must be incorporated into the plan set.
STORMWATER MANAGEMENT
1. The applicant must present required and proposed pond volumes in the Stormwater
Management narrative. Based on HydroCAD Report, it appears that all ponds are able to
meet the criteria.
2. Provide calculations for 10 -day snowmelt and demonstrate compliance with rate control
for this design event.
3. Permits for wetland impacts and replacement plan must be approved by RCWD.
4. Note elevation of floodplain on plans or in narrative. If the site's elevations are not
within regulated floodplain elevations, this should be noted in narrative. If fill is
proposed within floodplain areas, provide cut / fill volumes within the floodplain to
demonstrate that no net fill will occur within the floodplain.
5. Note that ATLAS 14 precipitation was used for analysis in Stormwater Management
Report narrative for future reference.
6. Curve Numbers used in the HydroCAD model should match standards outlined in
RCWD Rules.
7. Address how runoff from proposed Old Birch Street (Subcatchment 1) to the intersection
of existing Old Birch Street will be addressed.
8. Address wetland impacts and provide drainage design (e.g. culvert and EOF) for the
proposed trail that crosses Wetland F-3.
