COUNTY OF ANOKA
RESOLUTION NO. 14-86
APPROVING A SPECIAL EVENT AND PARADE PERMIT FOR BLUE HERON DAYS,
AUGUST 15-16-17, 2014
WHEREAS, the Lino Lakes summer celebration, Blue Heron Days, is planned for the weekend
of August 15-16-17, 2014; and
WHEREAS, the schedule for this year's festival includes a 5K Run, a grand day parade on Lake
Drive, city ambassador program with coronation ceremony, a petting zoo, CERT Team Blood
Drive, Centennial Fire Open House, Magic Bounce inflatables, a business expo, kiddie carnival,
family movie night, live music, YMCA Splash and Dash, free comfort yoga, Tavern on Main
Street Dance and Waldoch Farm garden tour.
WHEREAS, the City of Lino Lakes is sponsoring many festival events and has submitted an
application for a special event and parade permit in conjunction with all the events;
WHEREAS, said permit applications were reviewed for compliance with the City of Lino Lakes
Code of Ordinances and for safety considerations by city administration, police, fire and public
works divisions; and
WHEREAS, Anoka County has approved a special roadway use permit to allow for parade
activities on Lake Drive on August 16, 2014 between the hours of 10:00 a.m. and 1:00 p.m.;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes,
Minnesota:
That the City Council hereby approves the special event and parade/run applications for the 2014
Blue Heron Days festival subject to ongoing efforts to ensure proper safety, signage and related
issues.
Adopted by the Council of the City of Lino Lakes this 28th day of July, 2014.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Roeser and was duly seconded by Council Member Kusterman and upon vote being
taken thereon, the following voted in favor thereof:

Special Event and Parade Permit for the 2014 Blue Heron
Days festival

INTRODUCTION
Plans have been finalized for Lino Lake's annual community festival, Blue Heron Days. The
festival will take place the weekend of August 15, 16 and 17, 2013.
BACKGROUND
Events scheduled for this year's festival include a 5K Run, a grand day parade on Lake Drive,
city ambassador program with coronation ceremony, a petting zoo, CERT Team Blood Drive,
Lwe Centennial Fire Open House, Magic Bounce inflatables, a business expo, kiddie carnival, family
movie night, live music, YMCA Splash and Dash, free comfort yoga, Tavern on Main Street
Dance and Waldoch Farm garden tour. Many of the activities for this year's festival will occur
in the city's own Lino Park.
A special event application requesting city permission to conduct these activities has been
submitted to the city by Tanya Mozingo, Recreation Supervisor for the City of Lino. The use of
of city property has been approved by Rick DeGardner, Director of Public Services, and City of
Lino Lakes for some of these events.
Proof of liability and insurance coverage has been submitted to the City by the vendors.
Tanya Mozingo, Recreation Supervisor, has been working with city staff on the parade details
and has provided the following information. She anticipates approximately 75 units in the
parade; the proposed route for the parade would be the same as in 2013, running on Lake Drive
from Marketplace Drive to James Street, with a staging area in the Super Target parking lot.
Ms. Mozingo has obtained permission from Anoka County to conduct the parade on County
Road 23 (Lake Drive).
The Police Depai lment has confirmed there will be one on-site police officer between noon — 4
p.m. to direct people crossing the street on Lake Drive. Public Works will place road signs,
barricades cones, recycle cans, tables, etc. The applicant has all necessary permissions for use
of property involved in the event.
RECOMMENDATION
Approve Resolution No. 14-86, Authorizing a special event, parade permit and excluded bingo
permit for the Blue Heron Days festival.
