Arnt Construction, Penn Contracting, Belaire Construction and Rum River Contracting did not submit a quote. CW Houle Construction submitted a quote in the amount of $55,120.45. The engineers estimate for the project was $57,500. AND WHEREAS, it appears that CW Houle Construction is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes the Mayor and Clerk are hereby authorized and directed to enter into a contract with CW Houle Construction, in the name of the City of Lino Lakes for the construction of the 2014 Surface Water Management Project according to the plans and specifications approved by the City Council and on file in the office of the City Clerk. BACKGROUND The City operates a storm water conveyance system to manage water runoff and water quality from City streets and neighborhoods. To maintain the effectiveness of the system, cleaning and repair of pipe sections, catch basins, manholes, drainage ways and ponds must be completed. City staff conducts annual reviews of the system components as required by the City's National Pollutant Discharge Elimination System (NPDES) permit. Project priorities are determined following completion of the inspection process and evaluation of resident issues identified during the year. This year's project also includes improvements to Linda Avenue and Laurene Avenue area. The budget for Surface Water Management projects in 2014 is $125,000, including engineering. A request for quote was sent to Arnt Construction, CW Houle, Penn Contracting, Belaire Construction and Rum River Contracting. The updated engineers estimate was $57,500. CW Houle submitted a quote in the amount of $55,120.45. No other bidders responded. It is anticipated that construction will commence shortly after the project is approved by Council.
