RESOLUTION NO. 14-131
RESOLUTION APPROVING COMPREHENSIVE PLAN AMENDMENTS TO
CHAPTER 3: LAND USE PLAN AND CHAPTER 7: SANITARY SEWER PLAN,
BIRCH STREET AND CENTERVILLE ROAD
WHEREAS, the City of Lino Lakes is proposing to amend the City's 2030 Comprehensive Plan
to allow for the potential future development of a fire station and other community facilities
including a recreation complex; and
WHEREAS, pursuant to Minnesota State Statute 473, the City must allow adjacent
governments, affected special districts, and affected school districts up to 60 days to review the
comprehensive plan amendment; and
WHEREAS, the City Council may waive the adjacent review and comment period for a minor
plan amendment if all of the following are met:
1. The amendment involves a site of 40 acres or less;
2. The amendment does not change the community's growth forecasts for 2010-2030 or the
TAZ allocations; and
3. The amendment is either:
a. More than one quarter (1/4) of a mile from an adjacent jurisdiction, or
b. Beyond the distance or area which the community's adopted ordinances require
notice to adjacent or affected property owners, whichever distance is less; and
WHEREAS, the criteria for which the City Council may waive adjacent review and comment
period for a minor plan amendment is met; and
WHEREAS, in accordance with Minnesota State Statute 462.355, Subd. 2 the City must hold
one public hearing before the planning agency; and
WHEREAS, the Planning Commission held a public hearing on October 8, 2014 and
recommended the City Council approve and adopt the amendments to the City's 2030
Comprehensive Plan and authorize the distribution to the Metropolitan Council for review and
approval; and
WHEREAS, the City Council reviewed and considered the reports, documents, testimony, and
other materials presented; and
NOW, THEREFORE BE IT RESOLVED by the City Council of The City of Lino Lakes
hereby approves the following amendments to Chapter 3, Land Use Plan:
1. Re -guide the property located at PID: 26-31-22-31-0004, P1D: 26-31-22-31-0003, and a
portion of PID: 26-31-22-33-0002 from Park/Open Space to Civic/Institutional land use.
2. Page 3-12 — Figure 3-2: Full Build Out Future Land Use Map has been modified to show
the proposed land use change for the identified parcels from Park/Open Space to
Civic/Institutional.
3. Page 3-13 — Figure 3-3: 2030 Future Land Use Map has been modified to show the

proposed land use change for the identified parcels from Park/Open Space to
Civic/Institutional.
4. Page 3-14 — Table 3-3: 2030 Future Land Use Acreages has been updated to reflect the
reduction in Gross Acres of Park & Open Space by 28 acres, and an addition in Gross
Acres of Civic/Institutional by 28 acres.
5. Page 3-19 — Parks and Open Space will be modified to reflect the updated gross acres of
Park and Open Space to 3,425 acres, or 16.1 % of the city's total land area, and the gross
acreage of Civic/Institution to 496 acres, or 2.3%; and
BE IT FURTHER RESOLVED by the City Council of The City of Lino Lakes hereby
approves the following amendments to Chapter 7, Sanitary Sewer Plan:
1. Provide sanitary sewer service from District No. 1 as opposed to District No. 4 as
currently guided subject to review and approval by the Metropolitan Council as required
by Minnesota Statute 473.858.
2. Page 7-4 — Figure 7-2: Sanitary Sewer District Map has been modified to reallocate the
identified parcels in Sanitary Sewer District 1F instead of 4B.
3. Page 7-6 — Figure 7-3: Future Sanitary Sewer System with Full Build out Future Land
Use Map has been modified to show the identified parcels reflecting a Public/Semi-
Public land use as opposed to Park & Open Space.
4. Page 7-9 — Forecasts by Sewer Districts: Sewer District 1, first paragraph, last sentence
has been modified as follows:
a. There are about 779 developable acres in District 1 currently designated as low
density sewered residential, 82 acres designated as medium density residential, 21
acres designated as mixed use -residential, 12 acres designated mixed use -
commercial, 7 acres designated commercial, and 28 acres designated
Civic/Institutional.
5. Page 7-10 — Forecasts by Sewer Districts: Sewer District 1, Last paragraph, last sentence
has been added as follows:
a. Approximately 39 acres of low density residential will probably not be developed
by 2030.
6. Page 7-10 — Forecasts by Sewer Districts: Sewer District 4, first paragraph, fourth
sentence has been modified as follows:
a. District 4 contains approximately 558 developable acres designated as low density
residential, 48 acres medium density, 9 acres high density, and 20 acres mixed use
residential.
7. Page 7-13 — Table 7-3: Summary of Projected Flows — 2015 has been modified to include
the reallocated Civic/Institutional sanitary sewer flows in Sub -District 1F as follows:

13. Page 7-24 — Existing Sanitary Sewer System Capacity Analysis: Sewer District 1, first
paragraph, second sentence has been revised to the following:
a. The current capacity of Lift Station L69 is 3.97 MGD which is equal to the
projected ultimate flow of 3.97 MGD.
14. Page 7-25 — Existing Sanitary Sewer System Capacity Analysis: Sewer District 4, first
paragraph, sixth sentence has been revised to the following:
a. The capacity available to Lino Lakes in the White Bear Township sewer is
approximately 2.33 MGD, which exceeds the projected ultimate flow of 1.512
MGD from District 4.
15. Page 7-30 — Figure 7-5: Future Sanitary Sewer System with Utility Staging Map has been
modified to show the identified parcels from Planned Service Area (Post 2030) to
Planned Service Area (2010-2020).
16. Page 7-31 — Figure 7-6: Future Trunk Sanitary Sewer System has been modified to show
the identified parcels from Sanitary Sewer District 4B to 1F.
BE IT FURTHER RESOLVED, the adoption of the amendments to the City's Comprehensive
Plan is subject to review and approval by the Metropolitan Council.
Adopted by the Council of the City of Lino Lakes this 10th day of November, 2014.

Kusterman and was duly seconded by Council Member Roeser and upon
vote being taken thereon, the followin voted in favor thereof:

Amendments to Chapter 3: Land Use Plan and Chapter 7:
Sanitary Sewer Plan, Birch Street and Centerville Road

INTRODUCTION
Staff is recommending amendments to the City's 2030 Comprehensive Plan to allow for the
potential future development of a fire station and other community facilities including a
recreation complex. The following amendments are recommended:
• Amendment to Chapter 3: Land Use Plan to guide PID: 26-31-22-31-0004, PID: 26-31-
22-31-0003 and a portion of PID: 26-31-22-33-0002 from Park/Open Space to
Civic/Institutional land use.
• Amendment to Chapter 7: Sanitary Sewer Plan to provide sanitary sewer service from
District No. 1 as opposed to District No. 4 as currently guided.
BACKGROUND
On September 12, 2011, the City of Lino Lakes adopted the 2030 Comprehensive Plan Update
in compliance with Minnesota State Statutes 473.864, Subd. 2. As part of the Plan Update, a
future land use plan was created, future sanitary sewer flow and capacities were projected, and
the City was divided into several Sewer Districts for future planning purposes.
In analyzing vision for future land use, as well as the future sanitary sewer system with "full
build out" of the Future Land Use Map, certain criteria were assumed/planned for.
1. PID: 26-31-22-31-0004, PID: 26-31-22-31-0003 and a portion of PID: 26-31-22-33-
0002 were guided as "Park and Open Space" land use;
2. A future sanitary sewer system was planned to extend to provide service to PID: 26-31-
22-31-0004, PID: 26-31-22-31-0003 and a portion of PID: 26-31-22-33-0002 through
Sewer District No. 4.
The Parks/Open Space land use designation is "to accommodate passive or active recreational
areas and facilities as well as lands under public control that are designated as permanently
undeveloped for the purpose of resource management or protection."
At this time, there is consideration by the City to develop these properties into a future fire
station and/or other community facilities which may include a recreation complex and
associated facilities. With this in mind, an amendment to the Civic/Institutional land use
designation, which is intended to "accommodate public buildings or facilities, private or public
utilities and infrastructure, public and private schools, and cemeteries", would better suit the
anticipated future redevelopment of the property.
Proposed Amendments
The proposed amendments to the City's Comprehensive Plan are detailed in Resolution No. 14-
131.
RECOMMENDATION
The Planning & Zoning Board held a public hearing on October 8, 2014. There were no public
comments and the Board made recommendation of approval to the Council.
In accordance with the Metropolitan Council and Minnesota State Statutes, if the City
recommends approval of the proposed comprehensive plan amendments as it relates to the
change in the future land use designation and sanitary sewer district allocation, the City must
submit the proposed amendment to the Metropolitan Council for their review and approval.
Staff recommends approval of the Comprehensive Plan Amendments with the following
condition:
1. The adoption of the amendments to the City's Comprehensive Plan is subject to review
and approval by the Metropolitan Council.
