CITY OF LINO LAKES
RESOLUTION NO. 14-138
RESOLUTION APPROVING THE FINAL PLAT
FOR LINO LAKES DEVELOPMENT
WHEREAS, the City has received an application for final plat approval for Lino Lakes
Development aka White Pine Senior Living hereafter referred to as "Development"; and
WHEREAS, City staff has completed a review of the proposed "Development" based on
the revised plan set dated October 14, 2014 prepared by River Valley Architects and CEI
Engineering Associates, Inc. and received by the City on October 15, 2014; and
WHEREAS, a public hearing was held before the Planning & Zoning Board on October
8, 2014 and the Board recommended approval of the preliminary plat; and
WHEREAS, the City Council approved the rezoning from GB, General Business to R-4,
High Density Residential with Ordinance No. 11-14 and the preliminary plat with
Resolution No. 14-132; and
WHEREAS, Planning & Zoning Board reviewed and recommended approval of the final
plat at the November 12, 2014 meeting; and
WHEREAS, the proposed development is not considered premature and meets the
performance standards of the subdivision and zoning ordinance; and
WHEREAS, the final plat is consistent with the preliminary plat; and
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lino
Lakes hereby approves the final plat for Lino Lakes Development, subject to the
following conditions:
1. All comments from the City Engineer letter dated November 5, 2014 shall be
addressed.
2. All comments from the Environmental Coordinator letter dated November 5,
2014 shall be addressed.
3. The following executed documents are required to be approved by the City
Council prior to issuance of a Grading Permit:
a. Development Contract.
4. The following items shall be submitted to the City prior to issuance of a Grading
Permit:
a. Revised plans based on staff comments.
b. Storm Water Facilities Maintenance Agreement.
c. NPDES Permit.
d. RCWD Permit.
e. Securities and Escrows as detailed in the Development Contract.
f. Grading Permit Fee of $150.
5. The following items shall be submitted to the City prior to issuance of a Building
Permit:
a. Revised plans based on staff comments.
b. An electronic PDF of the final approved plans.
c. Building Permit application and fee as determined by the Building
Official.
6. Final Plat
a. A Consent to Plat shall be required by Coulee Bank and recorded.
b. Access Control along CSAH 23 shall be dedicated to Anoka County.
c. The Final Plat shall be printed to scale.
7. Sheet C8, Tree Preservation Plan:
a. Add note, "All trees proposed for removal are located in the non -ESA
Basic Use Area. No tree mitigation required."
8. All conditions as listed in Resolution Nos. 14-132 and 14-133 shall be met prior
to release of final plat.
Adopted by the Council of the City of Lino Lakes this 24th day of November, 2014.

Rafferty and was duly seconded by Council Member Stoesz
upon vote being taken thereon, the following voted in favor thereof:
