CITY OF LINO LAKES
ORDINANCE NO. 03-01
AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF LINO
LAKES BY REZONING CERTAIN CITY -OWNED REAL ESTATE FROM R RURAL
TO PSP PUBLIC SEMI-PUBLIC
The City Council of the City of Lino Lakes, Anoka County, Minnesota does ordain:
Section 1. The City Council makes the following findings regarding the application for
rezoning the property described below, based on the factors listed in Section 2, Subd. 1.E. of the
Lino Lakes zoning ordinance:
1. The proposed rezoning action has been considered in relation to the specific policies and
provisions of and has been found to be consistent with the official City Comprehensive Plan.
The site is guided for single family use, though its historical and future long-term use will be
a public park, senior center, and public works facility. The proposed Public Semi -Public
zoning is consistent with these uses.
2. The proposed use is or will be compatible with present and future land uses of the area. The
site is intended for park and other public uses including the City's public works facility.
Surrounding land is guided for residential or rural uses and already includes single family
homes.
3. The proposed use conforms with all performance standards contained herein. All uses will
be required through permits and standard review processes to meet zoning and other
requirements contained in City ordinances.
4. The proposed use can be accommodated with existing public services and will not
overburden the City's service capacity. No need is foreseen for additional City utilities.
5. Traffic generation by the proposed use is within capabilities of streets serving the property.
Proposed uses will generate very little additional traffic and will not cause negative impacts
on the existing roads.
6. The construction of a new personal wireless service tower is a permitted secondary use with
an administrative permit in the PSP district, as described in the zoning ordinance, Sec. 9
Subd. 1.H, and Sec. 3 Subd. 15.G.3.b. The primary uses of the site are the public park and
public works facility.

Section 2. A public hearing was held before the Planning & Zoning Board on January 10,
2001, according to state law and City ordinance.
Section 3. The Zoning Ordinance of the City of Lino Lakes, Anoka County, Minnesota,
passed by the City Council on July 14, 1997 is hereby amended by rezoning from R, Rural, to
PSP, Public Semi -Public the following described real estate:
The southeast one -Quarter of the southeast one -Quarter (SE '/4 of SE 1/4) of Section 4,
Township 31, Range 22, Anoka County, Minnesota, except the West 10 acres thereof.
Subject to existing easements and reservations and together with the right to maintain
drainage ditches thereon as now existing.
and
The East 233 feet of the South 468 feet of Section 4, Town 31, Range 22, Anoka county,
Minnesota.
Section 4. As above amended, said Zoning Ordinance shall stand as initially passed and
previously amended.
Section 5. This ordinance shall be in force and effect from and after its passage and 30 days
after publication according to the Lino Lakes City Charter.
Passed by the Lino Lakes City Council this 26th day of February, 2001.
