HomeMy WebLinkAbout1998-003 Council OrdinancesCouncil Member Neal introduced the following ordinance and moved its adoption: CITY OF LINO LAKES COUNTY OF ANOKA ORDINANCE 03-98 AN ORDINANCE AMENDING CHAPTER 200 OF THE CITY CODE; PARKS, RECREATION AND ENVIRONMENTAL COMMISSION The City Council of the City of Lino Lakes hereby ordains as follows: The City Code of the City of Lino Lakes, Chapter 200, Subdivision 211 is hereby repealed and replaced as follows: 211. Parks and Recreation Board 211.01 Purpose. The purpose of this chapter is to provide aid and advice to the Council in its efforts to encourage productive and enjoyable harmony between people and their leisure needs; to stimulate the health and welfare of people; to improve and insure a lasting quality of life within the city. 211.02 Establishment. The Lino Lakes Board on Parks, and Recreation, hereinafter referred to as the Board, is hereby established. The board shall operate in accordance with Chapter and 210. Membership of the Board shall consist of seven (7) members who shall be appointed by the Mayor, with City Council approval, for three (3) year terms commencing on January 1S`. Terms shall be staggered so that no more than one-half of the members' terms expire at one time. Both the original and successive appointee shall hold their respective offices until their successors are appointed and qualified. Vacancies during the term shall be filled in the same manner as the original appointments are made for the unexpired portion of the term vacated. Every appointed member shall before entering upon the discharge of his duties, have taken an oath that he will faithfully discharge the duties of his office. 211.03 Duties. The Board shall: (1) Develop plans for the physical development of all present and future city parks, based on the projected recreational needs of the city and its citizens. The plans shall include a topographical lay -out of the park and all facilities, plus development cost estimates, a proposed development time schedule, and an annual operating budget. (2) Develop policies and plans for a long-range city park acquisition ,...- program. The plan shall be consistent with the city's land use (3) comprehensive land and park land dedication policy. The completed program shall include probable needed park locations, sizes and facilities plus acquisition and development cost estimates to include landscaping and equipment felt necessary and policy statement supporting the long-range plan. Develop policies concerning recreational use of city park facilities. (4) Gather information concerning the conditions and trends in the provision of quality leisure services both current and prospective, with the purpose of determining whether or not such conditions and trends are appropriate with the goals of the city. (5) Develop and recommend to the council policies to foster and promote the improvement of leisure services and meet the social, economic, health and other requirements and goals of the city. (6) Report not less than once each year to the council on the state and condition of parks and recreation in the city and on the work of the board. (7) Make and furnish such studies or reports thereon and recommendations with respect to matters of policy and legislation as the council may request. (8) Examine and make recommendations on all park sites proposed to be dedicated to the city by those proposing to plat lands within the city and those who propose to give lands to the city for parks. (9) Make recommendations on the care, maintenance and development of existing parks. (10) Act as liaison between the council and people or organization which may wish to use, care for, have recommendations for the use of parks, or donate personnel, monies or equipment for parks and recreation in the city. (11) Work with the county on development of county park space within the city and county. (12) Review engineering and site plans for city improvements that may in any way change the characteristics of any city park or proposed park land. 211.04 Appointment and Compensation of Members The Board shall consist of seven (7) members and they shall be appointed by a majority of the Council and shall receive a quarterly salary of $150.00 ($50.00 per meeting) with the chair of the Board to receive $225.00 per quarter ($75.00 per meeting) consistent with the mayor/council relationship. (Amended by Ordinance No. 01 - 91 passed April 9, 1991, Ordinance No. 04-92 passed February 10, 1992 and Ordinance No. 93-21 passed October 25, 1993) This ordinance shall take effect upon its passage and publication according to the City Charter. The motion for the adoption of the foregoing ordinance was duly seconded by Council Member Bergeson and upon vote being taken thereon, the following voted in favor: Bergeson, Dahl, Lyden, Neal. The following voted against same: none, Mayor Sullivan was absent. Whereupon said ordinance was declared duly passed and adopted.
