ORDINANCE NO. 15 - 92
AN ORDINANCE AMENDING ORDINANCE NO. 12 - 92 (APPENDIX B-1, ZONING
CODE) OF THE CITY OF LINO LAKES BY ADOPTING A ZONING MAP
I.
The City Council of the City of Lino Lakes, Anoka County, Minnesota
does ordain:
Ordinance No. 12 - 92 of the City of Lino Lakes, Anoka County,
Minnesota passed by the City Council on July 13, 1992 is hereby
amended by adopting the attached Zoning Map.
II.
Save as above amended, said Ordinance No. 12 - 92 shall stand as
initially passed and as previously amended.
This ordinance shall be in full force and effect from and after its
passage and publication according to the City Charter.
Passed by the City Council of the City of Lino Lakes the 10th
day of August , 1992.

The motion for the adoption of the foregoing ordinance was duly
seconded by Council Member Bergeson and upon vote being taken
thereon, the following voted in favor: Kuether, Reinert, Elliott,

The following voted against same: None, Council Member Neal was absent.
Whereupon said ordinance was declared duly passed and adopted.

Lino Lakes has recently adopted a number of Comprehensive Plan
amendments and updated its zoning code. These City actions along
with development of the interstate interchange land use plans lay
the foundation for a number of zoning map changes.
RURAL ZONING DISTRICT "R" AND "R -X" DISTRICTS
The City of Lino Lakes adopted a Comprehensive Plan amendments
establishing a rural service district policy consistent with the
Metropolitan Council. This policy includes the requirement of 10
acre lots in an unsewered area of the community. The basis for the
rural service area policy was to concentrate growth in the City's
MUSA, prevent premature and sporatic development patterns and to
provide a greater degree of environmental protection from on-site
septic system failures through the provision of larger lot areas.
Consistent with the Comprehensive Plan amendment, the City revised
its zoning regulations to establish the Rural "R" and Rural
Executive "R -X" Zoning Districts which have a minimum of a 10 acre
lot size. These new zoning districts replaced the Suburban
Residential "SR" and Suburban Residential "SR -X" Zoning Districts.
The SR and SR -X Districts were repealed because they allowed
development on 2 1/2 acre unsewered lots.
The zoning map proposes to replace the SR and SR -X Districts with
the new "R" and "R -X" Zoning Districts. Existing 2 1/2 acre SR and
SR -X lots of record will be grandfathered in as buildable lots
provided they can safely accommodate an on-site sewer system.

"R" Rural District. This district provides for the preservation of
productive farmland for residential development for persons wishing
to live on large parcels of land. Minimum lot size for development
is 10 acres.
"R -X" Rural Executive. This district provides for the preservation
of productive farmland for high value residential development of
large parcels of land. In addition, this district offers above
average amenities. The minimum lot size in the R -X District is 10
acres.
INTERSTATE INTERCHANGE AREAS
In 1990, the City of Lino Lakes contracted with Short, Elliott,
Hendrickson to prepare a land use and market study for the two
interstate interchange areas within the City. Exhibits A and B
illustrate the recommended land use plans for these areas of the
community.
The new Zoning Ordinance expanded the number and type of commercial
zoning districts within the City. The proposed zoning map
illustrates the application of the commercial zoning districts at
each of the City's interchange areas. One discrepancy has occurred
between the SEH land use plan and the new zoning map.
1. At the I -35W interchange, the amount of "GB" General Business
District along the proposed extension of Apollo Drive has been
reduced. This was done in response to the City's desire to
expand Lino Industrial Park along both sides of Apollo Drive.
The area of change will retain its current "L -I", Light
Industrial Zoning.
The commercial zoning changes at the interchange areas include the
following zoning districts:
"NB" Neighborhood Business District. The district provides for the
establishment of local businesses for convenience, limited office,
retail or service outlets which deal directly with the
neighborhood. These businesses are not intended to draw customers
from the entire community.
Two NB Districts are located along Lake Drive to service the
adjacent neighborhoods. These NB Districts replace a GI, General
Industry and LI, Light Industry. The NB District has a minimum lot
size of 11,250 square feet in a sewered area, or a minimum 1 acre
in an unsewered area. The location of the two NB Districts is
compatible to adjacent land use.
"LB" Limited Business. The LB District is a commercial district
for localized neighborhood shopping activities. LB District may be
areas which are suitable only for commercial uses of a limited
nature.
The new LB District is located southeast of intersection of I -35W
and Lake Drive. The land was previously zoned LI, Light Industrial
required a minimum lot size of one acre. The minimum lot size for
LB District is 15,000 square feet in a sewered area.
Another LB District is located further south along Lake Drive
replacing a previously zoned GI, General Industrial. This LB
District is more compatible to adjacent neighborhoods.
"SC" Shopping Center. Allows most retail and service businesses as
permitted uses. This type of shopping center district is zoned
after there is actual need shown. This district allows potential
developers greater freedom in site selection and reduces the
possibility of under or over -zoning for commercial development.
The location of a SC District is at the northeast corner of the
intersection of I -35W and Lake Drive. This SC District provides a
flexible means to zone land for commercial development at a later
date.
"GB" General Business District. Provides a variety of business
uses including retail, service, and semi -industrial uses. Minimum
lot size of 20,000 square feet required in sewered area or a 1 acre
lot minimum in an unsewered area. These districts are located at
the Lake Drive and I -35W and County Road 14 and I -35E interchanges.
OTHER COMMERCIAL ZONING CHANGES
Two other commercial zoning changes have been proposed for the new
zoning map:
1. "GB", General Business. A GB, General Business District is
proposed along the intersection of Hodgson Road and Lake Drive
extending northeast along Lake Drive. This rezoning has been
identified by City staff as a past zoning consideration.
2. "CB" Central Business. The CB, Central Business District is
a new district in the City of Lino Lakes. This new district
is located along Lake Drive and Main Street. This district
provides potential developers greater freedom in site
selection and flexibility in design for commercial
development. There is no minimum lot size required.
This CB zoning district has replaced a GB/General Business and
R-1/Single Family Residential. The CB District offers
opportunity to promote expansion and redevelopment projects
for commercial development.
RESIDENTIAL ZONING CHANGES
For the most part, the residential zoning changes just identify the
base residential zoning with the "PDO" Planned Development Overlay
District. The base zoning establishes the allowed land use and
density while the "PDO" offered some flexibility from community
performance standards.
The proposed residential zoning changes include:
1. Wenzel Farms: The townhome portion of this development was
zoned "R3", Medium Density Housing. The PDO District was
approved to accompany a clustering of dwelling units.
2. Rice Lake Estate: This single family plat was zoned "R-5",
PDO under the previous Zoning Ordinance. The base zoning
should be "R -1X, Single Family Executive with the "PDO"
Overlay District.
3. Park Grove and Pine Ridge: Subdivisions which were approved
with the "R -1X" and "PDO".
4. Quail Ridge: Quail Ridge Subdivision is currently pursuing a
"PDO" zoning over its "R -1X" base zoning.
