RESOLUTION NO. 14-84
AUTHORIZING PROFESSIONAL SERVICES AGREEMENT WITH
WSB & ASSOCIATES
35E AREA DRAINAGE STUDY
WHEREAS, the City has identified the need to prepare a drainage study to determine the
stormwater management needs of land lying north of Main Street between the City of Hugo and
Peltier Lake: and
WHEREAS, WSB & Associates. has submitted a proposal to perform such services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. That staff is authorized to enter into an agreement with WSB & Associates for preparation of
a drainage study for the NE 35E area in the amount of $33.00.
Adopted by the Council of the Cite of Lino Lakes this 28th day of July. 2014.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Roeser and was duly seconded by Council Member Kusterman and upon vote being
taken thereon. the following voted in favor thereof:

Agreement with WSB. 35E Area Drainage Study

INTRODUCTION
Staff is requesting council consideration to retain WSB & Associates to prepare a drainage study
for the 35E area that incorporates land west of Interstate 35E.
BACKGROUND
The City Council authorized preparation of the NE 35E Area Drainage Study in November of 2012.
The purpose of the study was to evaluate options to address drainage for a 700 acre area lying NE of
the 35E interchange. The majority of this area drains to County Ditch 55, under 35E and ultimately
to Clearwater Creek. Land within this area is poorly drained with clay soils that have minimal
infiltration capacity. Additionally. the tile line (Ditch 55) that conveys water from this area was
constructed in the early 1 900's for agricultural purposes. The size of the tile ranges from 10 to 15
inches and does not have the capacity to carry new runoff from developing properties.
Given the constraints of the system and need to balance agricultural. development and public
infrastructure needs. a comprehensive management plan is needed for this area. Addressing both
water quality and volume requirements within this area will have an impact on the developability of
property within the corridor. Since this is an area of high importance from an economic development
perspective, it appears to be in the best interest of the city and land owners to develop a plan that
identifies the best options for stormwater treatment and storage. preservation of natural areas and
establishment of a preferred conveyance system and routing for stormwater.
The initial conceptual plan submitted to the Rice Creek Watershed District (RCWD) proposed the
construction of a new storm sewer line running south to Clearwater Creek. However. after further
review a 2°d alternative has been developed that would 1) address a surface water management over a
larger drainage area, and 2) avoid issues related to possible increased flow volumes to Clearwater
Creek. The "Peltier Lake Ponds and Greenway Corridor" would provide a new outlet directly to
Peltier Lake. The new concept provides the opportunity to provide an improved drainage outlet for
nearly 1,400 acres while creating a high value greenway system. as proposed in the Comprehensive
Plan. and improving water quality entering Peltier Lake.
The next step in the process is complete a detailed study including approval of a Comprehensive

Stormwater Management Plan through the RCWD.
To assist the City at staffs request. WSB has proposed the preparation of a "Guide Plan" that
would evaluate the drainage characteristics of the area. infrastructure needs. and land use and
provide recommendations for improvements. The plan would serve as a tool for review of future
development. WSB has proposed to complete this work through preparation of a draft plan for
$33.00. Funding for the study is proposed from the City's Surface Water Management Fund.
This fund was established through development fees to cover costs associated with the
administration. planning and improvement of the local surface water management system.
RECOMMENDATION
Staff is recommending approval of Resolution No. 14-84

Typical channel cross-section has a 10 -ft bottom width with 3H:1V side slopes and an average depth of 10 -ft with
0.1% longitudinal slope.
CONCEPTUAL DESIGN NOTES:
1. Conceptual alignment shown, exact alignment will be determined based on future development plans and to avoid wetlands. Final inverts and
hydraulic capacity will be designed to protect existing wetlands and manage floodplain.
2. Storage will be provided in -channel with four 18 -inch high ditch blocks to span across the channel, it is anticipated that the 100 -year 24-hour runoff
event will be contained within the channel.
3. Stored water in the channel may be pumped for irrigation re -use and infiltration fields may be established along the channel to maximize the
infiltration of stormwater.
PRELIMINARY ESTIMATED COSTS:
• Jacking 48 -in RCP under 35E - 300 LF @ $1,400/LF - $420,000
• 72 -in RCP under Co. Rd 54 - 80 LF @ $180/LF = $14,400
• 72 -in RCP under Peltier Lake Dr - 75 LF @ $180/LF = $13,500
• Channel excavation - 500,000 CY @ $6.O0/CY = $3,000,000
• Preliminary cost per acre benefitted = $4,500 to $5,600
