CITY OF LINO LAKES
RESOLUTION NO. 15-05
RESOLUTION AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS
2015 STREET RECONSTRUCTION PROJECT
(SHENANDOAH AREA)
WHEREAS, The City proposes to undertake certain street reconstruction and related upgrades of
the existing storm water management system designated as the Shenandoah Area Improvements
in the City's Five -Year Street Reconstruction Plan (2015-2019) (the "Shenandoah Area
Improvements"): and
WHEREAS, the proposition for the issuance of bonds to finance the proposed improvements was
submitted to the voters of the City at a special election held on Tuesday. November 4. 2014: and
WHEREAS, said election was approved and the Council finds it is in the best interests of the City
to construct such improvements as proposed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. The 2015 Street Reconstruction Project (Shenandoah Area) is hereby ordered as proposed.
2. WSB and Associates. Inc.. is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.
3. City staff is authorized to execute a professional services agreement with WSB and
Associates. Inc.. in the amount of $198.798.00.
Adopted by the Council of the City of Lino Lakes this 12" day of January. 2015.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Kusterman and was duly seconded by Council Member Stoesz and
upon vote being taken thereon. the following voted in favor thereof:

INTRODUCTION
Staff is requesting council authorization to prepare plans and specifications for the 2015 Street
Reconstruction Project. The proposed improvements consist of street. storm sewer. and sanitary
sewer improvements.
BACKGROUND
On June 23. 2014 the City Council held a public hearing and took action to adopt Resolution No.
14-65 approving the 5 Year Street Reconstruction Plan (2015 — 2019) and provide preliminary
authorization for the issuance of $3.150.000 in General Obligation Bonds. The proposed project
include the reconstruction of streets in the Shenandoah Area. Following approval of the plan..
and in accordance with Minnesota Statutes Chapter 475. the Cit received a voter petition
requiring an election to authorize issuance of the bonds. The election was successful.
Staff kicked off the project with a neighborhood meetingin December and has since worked
with the City Engineer. WSB and Associates. to begin data collection and start a project website
for neighborhood communication purposes. The next step in the process is to prepare plans and
specifications.
WSB has submittal a proposal for preliminary and final design services as well as project
bidding in the amount of $198.798. The tentative project schedule anticipates approval of the
plans in March and award of the project in April of 2015. Construction is proposed to be
completed by November of this year.
RECOMMENDATION
Staff is recommending approval of Resolution No. 15-05 authorizing preparation of plans and
specifications.

Project Understanding
The City of Lino Lakes is requesting assistance with design and inspection of their 2015 Street
Reconstruction Project in the neighborhood known as Shenandoah Area. The streets designated for
reconstruction are shown in Figure 1. The project includes local streets approximately 32 feet wide with
existing bituminous or concrete curb and gutter. The length of the project is approximately 2.0 miles and
includes the following streets:
• Arrowhead Drive
• Chippewa Trail
• Rice Ct.
• Tomahawk Trail
• Arrowhead Ct.
• Hokah Drive
• Tomahawk Ct
• Totem Trail
Over the past several years, the city has evaluated the condition of all streets within the City limits,
culminating into a Pavement Management
the following three conditions: Problem,
Marginal, and Adequate. The streets
designated within the project limits are all
streets rated as "problem" streets,
meaning the condition of the pavement is
failing and reconstruction is required.

to also evaluate the condition of the public
utilities within in the roadway corridors.
The public utilities in this area include
sanitary sewers and storm sewers. During
the preliminary design phase, the sanitary
sewer mains will be televised and storm
sewer system inspected to determine if
rehabilitation or replacement will be
required. All properties are served by private
wells, so there are no water mains currently in
this area.
A surface water management feature will be needed to meet storm water infiltration requirements for
this project as required by the local Watershed Management Organization. A portion of Shenandoah
Park is being considered as a possible location.
In the most recent election, the city elected to finance this Shenandoah Area Street project through
municipal bonds. The bonding amount of $3.1M is anticipated to cover the cost of the project.

Scope of Services
A well-defined scope of work is the cornerstone to delivering a successful project. We will provide the
resources, experience, and knowledge to deliver this project from the start of the preliminary design
phase though the construction phase. Our scope of services for each phase is outlined below:

WSB & Associates, Inc. will complete the scope of work and deliverables described in our proposal and
are prepared to begin work immediately on the Street Reconstruction Project for a total fee as shown
below. The construction service scope and fees will be submitted separately during the final design
phase of the project as mentioned previously.

A detailed list of project tasks are defined and shown on the attached task hour budget worksheet.
Tasks not shown are considered outside of the scope of services. If additional work is necessary, we will
prepare a detailed scope of work and include it as an addendum to this agreement. We will not proceed
with any additional work until the addendum is authorized by both parties.
