BE IT FURTHER RESOLVED that the Director of the Lino Lakes Public Safety Department is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of the Lino Lakes Public Safety Department and to be the fiscal agent and administer the grant. Mayor • • • CITY COUNCIL AGENDA ITEM 4A STAFF ORIGINATOR: Public Safety Director John Swenson MEETING DATE: January 26, 2015 TOPIC: Approval Resolution 15-11 Accepting Grant Funding for one Police Officer dedicated to Traffic Safety VOTE REQUIRED: 3/5 INTRODUCTION The Lino Lakes Public Safety Department is requesting Council approval to accept grant funding from the Minnesota Office of Traffic Safety to fund one Police Officer for up to four years and one squad with equipment. BACKGROUND The Public Safety Department has been awarded grant funding to add one police officer for up to four years and the purchase of one additional squad car for this officer. This grant funding is narrowly focused on traffic safety programing, specifically DWI prevention and enforcement, in our community. The basic requirements of the grant are as follows: • Officer must work between the hours of 1700 and 0500 hours; • Officer must work at least two Fridays and two Saturdays per month; • Officer must work specific holidays outlined in the grant requirements; • Officer must only work on duties related to traffic safety (any time not related to traffic safety, such as assisting or responding to 911 calls, that the grant funding officer spends more than 15 minutes on will not be reimbursed under this grant); • Court overtime related to DWI offenses will be reimbursed under this grant; • Officer must attend the Minnesota Towards Zero Death (TZD) annual conference with all fees and related travel expenses reimbursed under this grant; • The squad car and equipment purchased under this grant can only be used by the grant funded police officer. The primary goal of this grant program is to enhance safety on community roads and freeways through community outreach and traffic safety education focused on prevention (forums at local businesses, schools, and social media), analysis of traffic and crash data for targeted intervention strategies, and enforcement of traffic offenses. • • Below is the forecasted grant funding break down for the four year grant cycle: 2015 Police Officer Salary & Benefits $ 102,238.61 2015 Vehicle $ 40,747.06 2015 Enforcement Equipment $ 4,240.00 2015 Grant Award $ 147,225.67 2016 Grant Award * $ 102,238.61 2017 Grant Award * $ 102, 238.61 2018 Grant Award * $ 102,238.61 Total 4 Year Grant Award r$ 453,941.50 * All amounts are based on 2015 numbers, but funding will bases on current labor costs for 2016, 2017, & 2018. The grant awards also include reimbursement for court overtime stemming from DWI arrests. RECOMMENDATION Staff recommends approval of Resolution 15-11 accepting the traffic safety grant from the Minnesota Office of Traffic Safety for one additional police officer with equipment.
