HomeMy WebLinkAbout2015-018 Council Resolution• • CITY OF LINO LAKES RESOLUTION NO. 15-18 SUPPORTING SEPTEMBER 1, 2015 DEADLINE FOR TRANSFER OF A FIREFIGHTERS SERVICE CREDITS AND PENSION ASSETS FROM THE CENTENNIAL FIRE RELIEF ASSOCIATION TO LINO LAKES WHEREAS, the City of Lino Lakes and the Centennial Fire Relief Association are seeking special legislation to allow Centennial Fire District firefighters to transfer their pension service credits and assets to Lino Lakes when they become employed by Lino Lakes as a paid -on-call firefighter; and WHEREAS, Representative Linda Runbeck has agreed to be the Chief House Author of the legislative bill; and WHEREAS, Nyle Zikmund of Fire Services Consulting is drafting a bill on behalf of the Centennial Fire Relief Association that includes three transfer dates for service credits and pension assets—January 1, 2016, January 1. 2017, and January 1, 2018; and WHEREAS, the City of Lino Lakes is preparing for delivery of fire services to the Lino lakes community by January 1, 2016, and is currently hiring and training fire personnel for integration of fire services in the Public Safety Department; and WHEREAS, it is necessary for interested Centennial firefighters to transfer their pension credits and assets by September 1, 2015, to ensure proper planning and staffing of fire personnel by January 1, 2016; and WHEREAS, the City Council supports the recommendation of the Public Safety Director, John Swenson, that the deadline be September 1, 2015. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Lino Lakes supports the Public Safety Director's recommendation of a September 1, 2015 deadline for the transfer of service credits and pension assets to Lino Lakes. Adopted by the City Council of the City of Lino Lakes this 9th day of February 2015. BACKGROUND On January 27, 2015, I met with Randy Rolstad, president of the Centennial Fire Relief Association ("CFRA"), and Nyle Zikmund, who was hired by the relief association to draft a legislative bill that would allow CFD firefighters to transfer service credits and pension assets to Lino Lakes. The relief association expressed that they wanted until March 1, 2016 or longer for a firefighter to decide whether to transfer to Lino Lakes. I have proposed a deadline of September 1, 2015 for pension transfers to ensure that Lino Lakes has sufficient fire personnel when the City implements its fire services on January 1, 2016. Last week 1 sent a letter to Representative Runbeck and Senator Chamberlain informing them that the parties have not been able to reach an agreement on the timing of the pension transfers. On February 3rd I was informed by Mr. Zikmund that the CFRA is pursuing special legislation that would include three transfer dates for service credits and pension assets—January 1, 2016, January 1, 2017, and January 1, 2018. In order to ensure adequate planning and staffing of fire personnel, it is imperative that any interested Centennial firefighter transfer their service credits and financial assets by September 1, 2015. RECOMMENDATION Staff recommends approval of Resolution No. 15-18, supporting September 1, 2015 deadline for transfer of a firefighter's service credits and pension assets and liabilities from CFRA to Lino Lakes.
