HomeMy WebLinkAbout2015-029 Council Resolution• • a CITY OF LINO LAKES RESOLUTION NO. 15-29 RESOLUTION AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS AQUA LANE TRUNK WATER MAIN IMPROVEMENTS WHEREAS, the City's Comprehensive Plan identifies the need for improvements to the municipal water system to enhance and provide redundancy to the City's fire protection, water volume, and flow; and WHEREAS, the extension of water main from Aqua Lane to Black Duck Drive has been identified as a necessary extension of the City's trunk water system; and WHEREAS, the City Council finds that it would be in the best interests of the city to proceed with the preparation of plans and specifications. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. WSB and Associates, Inc., is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. 2. City staff is authorized to execute a professional services agreement with WSB and Associates, Inc., in the amount of $49,350.00. Adopted by the Council of the City of Lino Lakes this 23rd day of March, 2015. TOPIC: Consider Resolution No. 15-29, Authorizing Preparation of Plans and Specifications, Aqua Lane Trunk Water Main Improvements VOTE REQUIRED: Simple Majority INTRODUCTION Staff is requesting council authorization to prepare plans and specifications for the Aqua Lane Trunk Water Main Improvements BACKGROUND The 2030 Comprehensive Plan identifies trunk water main improvements to strengthen the City's municipal water system. The proposed Aqua Lane Trunk Water Main project will extend the existing trunk water main along Aqua Lane and connect with water main extended north of Black Duck Drive. This project is a critical component of our system that completes a major loop and provides redundancy between Tower No. 1 and the well fields located in the southern part of the city. This connection is currently served solely by an existing trunk line along Hodgson Road. The City Engineer, WSB and Associates, has submitted a proposal to provide final design and bidding services for the proposed improvements in the amount of $49,350.00. The estimated construction cost of the project is $1,030,000. The project will be funded though the Trunk Area and Unit Fund. The City's water main distribution system is currently isolated into two zones, delineated mainly by the Rice Creek chain of lakes located in the central region of the City. The proposed trunk water main will interconnect the City's two water distribution systems and provide a vital link to enhance and provide redundancy to the City's fire protection, water volume, and flow. The length of the trunk water main is approximately 1.5 miles as shown in Exhibit A (see attached). Based on the discussions with staff, WSB would perform the following tasks: 1. Preliminary Design WSB will provide the resources, experience, and knowledge to deliver the preliminary design phase for this project. Our scope of services for this phase is outlined below: • Coordinate with Anoka County Park and Recreation staff • Coordinate geotechnical evaluation • Provide topographic survey • Collect all private and public Utility Data using GSOC • Prepare preliminary Opinion of Probable Cost • Prepare preliminary plans and/or maps indicating the project alignment Equal Opportunity Employer wsbeng.com K ',02029-880 Admin Contract proposal 2015 LIKE DR iilI EST PROPOSAL PRELIMINARY 3 13 15.doc. Prepare Permits, Specifications, and Bidding Documents WSB will assist the City in obtaining approvals from governmental authorities having jurisdiction over the project if it is determined that they are needed. WSB will assist the City in preparing permit application(s) and/or approval requests and will assist the City with submitting the applications/approval requests to the appropriate regulatory agencies. Permit applications and/or agency review submittals are anticipated for: (1) USACE, (2) DNR, (3) RCWD, (4) MDH, and (5) Anoka County. WSB will develop the final project plans/maps and specifications based on the agency review comments. This task will include an internal QA/QC review of the final plans, quantities, and specifications. Upon completion of permitting and agency review and approval, a final set of construction documents will be prepared for bidding. WSB will print, assemble, and submit the final contract documents to the City and request authorization to advertise the project for bidding. WSB will receive and respond to bidder inquiries concerning the plans, specifications, and intent of the project. Logs of all inquiries will be kept and maintained to document inquiries. WSB will attend the project bid opening with the City. WSB will review the low bidder's bid proposal, contractor's and subcontractor's personnel proposed for the project and relative experience, quality and availability of equipment, performance on similar projects, references, nature and extent of other similar contracts, whether or not the contractor or subcontractors have ever been denied contract award, and any other information that would affect the ability of the contractor to perform the work. 3. Construction Services WSB & Associates, Inc. will provide a separate proposal to the City for construction services once the final plans are completed and limits are known. The engineering fee to complete the Aqua Lane Trunk Water Main Extension Project is $49,350 (not to exceed). This letter represents our complete understanding of the Aqua Lane Trunk Water Main Extension Project and the proposed scope of services.
