RESOLUTION NO. 03-114
RESOLUTION APPROVING LINO LAKES LIONS APPLICATION FOR
OFF-SITE GAMBLING
WHEREAS, Minnesota State Statute, Section 349 requires organizations to be licensed
by the Charitable Gambling Control Board, and
WHEREAS, the Lino Lakes Lions Club has acquired said license, and
WHEREAS, the Lino Lakes Lions Club has made application to hold their annual off-
site gambling activity to be held at St. Joseph Catholic Church on October 4, 2003, and
WHEREAS, the Minnesota Gambling Control Board requests the City of Lino Lakes to
approve or deny this application by resolution, and
WHEREAS, the City of Lino Lakes is conducting an investigation of the Lino Lakes
Lions Club, and approval is contigent upon successful completion;
• NOW, THEREFORE, BE IT RESOLVED that the Lino Lakes City Council hereby
approves the application of the Lino Lakes Lions Club to conduct off-site gambling at St.
Joseph Catholic Church on October 4, 2003.
Adopted by the Lino Lakes City Council the 8th day of September, 2003.

RESOLUTION NO. 01-154
RESOLUTION APPROVING LINO LAKES LIONS APPLICATION FOR A
TEMPORARY ON -SALE LIQUOR LICENSE
WHEREAS, Minnesota State Statute, Section 340, allows city council to issue a
temporary liquor license to a non-profit organization in connection with a social event
sponsored by the licensee and held within the city limits; and
WHEREAS, the Lino Lakes Lions Club has made application to hold their annual
"pheasant feed" fund-raising event at St. Joseph Catholic Church on October 4, 2003, and
WHEREAS, the Lino Lakes Lions Club has completed the necessary application and
paid the required fee, and
WHEREAS, the City of Lino Lakes is conducting an investigation of the Lino Lakes
Lions Club, and approval is contigent upon successful completion;
WHEREAS, the Alcohol & Gambling Enforcement Division requires application be
approved by the City of Lino Lakes City Council before submitting to liquor control
NOW, THEREFORE, BE IT RESOLVED that the Lino Lakes City Council hereby
approves the request of the Lino Lakes Lions Club for a temporary liquor license.

TOPIC: Consider Resolution 03-114, Application for Lino
Lakes Lions Club to Conduct Off -Site Gambling and
Resolution 03-154, Approval of Application for a
Temporary On -Sale Liquor License
VOTE REQUIRED: Simple Majority (3/5 Vote)
BACKGROUND:
A licensed organization may conduct lawful gambling on premises other than the organization's
permitted premises for one day per calendar year or within a 12 -consecutive -day period in a
calendar year in connection with community events.
The Lino Lakes Lions Club is having its annual "Pheasant Feed" on October 4, 2003. Attached is
the signed lease and the application to conduct off-site gambling at St. Joseph's Catholic Church,
171 Elm Street, Lino Lakes.
The Lino Lakes Lions Club has also requested approval of a Temporary On -Sale Liquor License
application in conjunction with this request. This license will allow the Lions Club to serve
liquor at the event. I have attached a copy of the application. A copy of the Certificate of Liquor
Liability Insurance is on file in the City Clerk's office for review. I have checked with the State,
and there will be sufficient time for them to process this application prior to the event.
After receipt of the applications, I requested the Lino Lakes Police Department to conduct a
background check. Approval is contingent upon favorable results of the background check.
