RESOLUTION NO. 03-144
RESOLUTION APPROVING AN EXTENSION OF THE PROJECT INITIATION
TIME FOR THE BENKLER CAR WASH AND QUICK LUBE PROJECT
WHEREAS, the City Council approved Resolution 02-174 on December 9, 2002, which
approved a site and building plan and a CUP for a full service car wash, a self-service car
wash, and a quick lube facility; and
WHEREAS, Section 2, Subd. 2. and Subd. 6. of the zoning ordinance establish times
within which a project should be started after approval; and
WHEREAS, the applicant has requested an extension in the project initiation time; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of Lino Lakes hereby
approves an extension of the initiation time for the project. The project shall be initiated
by June 30, 2004.
• BE IT FURTHER RESOLVED, that all the conditions of approval included in
Resolution 02-174 shall continue to apply.

Extension of Project Initiation Time
Benkler Car Wash
VOTE REQUIRED: 3/5
BACKGROUND
The City Council approved Resolution 02-174 in December, 2002. This action approved
a site and building plan and a CUP for a full service car wash, a self-service car wash,
and a quick lube facility.
Section 2, Subd. 2.B.11. of the zoning ordinance states: "If construction has not begun
within one (1) year after the date of the conditional use permit, or if substantial
construction has not taken place within three (3) years after the date of issuance of the
conditional use permit, the permit is void."
Sec. 2, Subd. 6.E.2. states: "Activities authorized by site and building plan approval shall
be initiated within six (6) months. The time limits established in this paragraph may be
extended by the Zoning Administrator."
The applicant has requested an extension of the project initiation period. The conditions
of approval will still apply.
OPTIONS
. Approve Resolution 03-144 granting an extension of six months. This extends the
project start date to June 30, 2004.
2. Deny the extension and require a new application.
3 Return to staff with direction.
