CITY OF LINO LAKES
RESOLUTION NO. 03-148
RESOLUTION APPROVING AN EXTENSION OF THE PROJECT INITIATION
TIME FOR THE RUSSIAN BAPTIST CHURCH PROJECT
WHEREAS, the City Council approved Resolution 02-82 on September 23, 2002, which
approved a site and building plan and a CUP for a church; and
WHEREAS, Section 2, Subd. 2. and Subd. 6. of the zoning ordinance establish times
within which a project should be started after approval; and
WHEREAS, the applicant has requested an extension in the project initiation time; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of Lino Lakes hereby
approves an extension of the initiation time for the project. The project shall be initiated
by June 30, 2004.
BE IT FURTHER RESOLVED, that all the conditions of approval included in
11 Resolution 02-82 shall continue to apply.

Extension of Project Initiation Time
Russian Baptist Church
VOTE REQUIRED: 3/5
BACKGROUND
The City Council approved Resolution 02-82 on September 23, 2002. This action
approved a site and building plan and a CUP for a church at 5 Ash Street (County Road
J).
Section 2, Subd. 2.B.11. of the zoning ordinance states: "If construction has not begun
within one (1) year after the date of the conditional use permit, or if substantial
construction has not taken place within three (3) years after the date of issuance of the
conditional use permit, the permit is void."
Sec. 2, Subd. 6.E.2. states: "Activities authorized by site and building plan approval shall
be initiated within six (6) months. The time limits established in this paragraph may be
extended by the Zoning Administrator."
The applicant has requested an extension of the project initiation period. The conditions
of approval will still apply.
OPTIONS
1. Approve Resolution 03-148 granting an extension of 9 months. This extends the
project start date to June 30, 2004.
2. Deny the extension and require a new application.
3. Return to staff with direction.
