HomeMy WebLinkAbout2001-086 Council ResolutionCouncil Member O'Donnell introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 01-86 RESOLUTION RECEIVING REPORT AND CALLING PUBLIC HEARING— LINO LAKES MARKETPLACE IMPROVEMENTS. WHEREAS, pursuant to resolutions of the Council adopted May 14, 2001 and August 13, 2001, a report has been prepared by the City Engineer with reference to the improvement of Apollo Drive, from Lake Drive to the east; and Lake Drive from I -35W to north of 77th Street; by constructing sanitary sewer, watermain, storm sewer, and streets, and this report was received by the City Council on August 27, 2001, and, WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-effective, and feasible, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. The Council will consider the improvement of such sanitary sewer in accordance with the report and the assessment of abutting property for a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429. 2. A public hearing shall be held on such improvement on the 24th day of September, 2001, in the council chambers of the city hall at 6:30 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law. CERTIFICATION I hereby certify that the above is a correct copy of a resolution duly passed, adopted and approved by the City Council on August 27, 2001. iger, Deputy City lerk AGENDA ITEM 7B STAFF ORIGINATOR: John Powell, City Engineer COUNCIL MEETING DATE: August 27, 2001 TOPIC: Resolution No. 01-86, Receive Feasibility Report and Set Public Hearing for the Lino Lakes Marketplace Improvements. VOTE REQUIRED: Simple Majority BACKGROUND: At the May 14, 2001, City Council meeting, a study was ordered to evaluate the construction of public improvements to serve the proposed Target/Kohl's/ Ryan site. This retail development site is also known as the Lino Lakes Marketplace. The petition was limited to request improvements in the vicinity of Apollo Drive/Lake Drive. At the August 13, 2001, City Council meeting, an expanded report was ordered. The expanded report would also include a traffic signal at a second access; turn lanes; bypass lanes; roadway widening; and median construction. The report will be received by the City Council at the meeting Monday evening. Staff is requesting that Council receive the report and call a hearing on the improvement. The hearing is scheduled for September 24, 2001, at which time a detailed review of the feasibility report will be presented. In accordance with Minnesota State Statutes 429, the feasibility report is to be received by council and a public hearing scheduled. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution No. 01-86, Receive the Feasibility Study and Set Hearing for the Lino Lakes Marketplace Improvements. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 01-86 be adopted.
