4111 01-92 Council Member Reiner t • introduced the following resolution and moved its adoption. CITY OF LINO LAKES RESOLUTION NO. 01-92 RESOLUTION APPROVING A SITE PLAN FOR LINO LAKES FAMILY DENTISTRY FOR A NEW SITE ON APOLLO DRIVE WHEREAS, a request has been submitted to the City for site plan review; and WHEREAS, the legal description of the property is: INSERT LEGAL ;and WHEREAS, site plan is generally consistent with the zoning regulations and performance standards; and WHEREAS, the Planning and Zoning Board reviewed this request at their June 13, 2001 meeting and they recommend approval subject to conditions. NOW, THEREFORE, BE IT RESOLVED, that the Lino Lakes City Council hereby approves the site plan for Lino Lakes Family Dentistry subject to the following conditions: 1. The site plan is revised such that all driveways and parking areas meet required setbacks. 2. Parking shall meet ADA standards. 3. Building materials used for the exterior facade are to be specified and must conform to the materials allowed for commercial uses. 4. The site plan is revised to identify any exterior light patterns and a photometric plan is provided illustrating the illumination pattern of all site lighting. 5. The landscape plan is revised to indicate all seeded or sod areas and measures for watering the full area. The landscape plan is subject to further review for consistency with CPTED Standards. 6. All utilities, easements and grading plans are subject to review and approval of the City Engineer. 7. Site access is subject to review and approval of the City Engineer and Anoka County. 8. Park dedication requirements are satisfied in the based upon current City policies and Ordinances. Whereupon said resolution was declared passed and adopted. • • • • • AGENDA ITEM 7-C STAFF ORIGINATOR: Daniel Licht (NAC) CITY COUNCIL MEETING DATE: July 9, 2001 TOPIC: Site Plan Review -Lino Lakes Family Dentistry ACTION REQUESTED: 3/5 Vote BACKGROUND Lino Lakes Family Dentistry has submitted site and building plans for construction of a 5,067 square foot medical office building on property located on Apollo Drive. The subject site is approximately 65,340 square feet in size. The property is guided for future commercial development by the Comprehensive Plan and is zoned GB, General Business District. Medical office uses are allowed within this District as a permitted use. Development of a commercial use is subject to site and building plan review as provided for by Section 2, subd. 5 of the Zoning Ordinance. This review is based on the following plan submittals: Site Plan Grading/Drainage Plan Landscape Plan Utility Plan ANALYSIS received 14 May 2001 received 14 May 2001 received 14 May 2001 received 14 May 2001 Performance Standards The table below illustrates GB District performance standards in relation to the proposed site plan. The only issue is that the drive aisle on the west side of the building is set on the property line and not back 10 feet as required. This driveway is within a parking easement established over the common lot line with the property to the west and is indicated to be temporary. • • • Lino Lakes Family Dentistry Page 2 Building Design The building is a single story structure, 5,067 square feet in size with a pitched roof measured to be 19' high. The elevations feature cultured stone on the forward part of the south elevation and a lap siding of "cement board" on the remaining portion of the south elevation, as well as the sides and rear of the building. Additional cultured stone accents are provided at the corners of the building. The peaks of the pitched roof also use the plank material. Section 3, Subd. 4.B allows for use of decorative concrete panels for commercial uses. Provided that the "cement boards" is consistent with this classification of material the exterior of the building would conform to the requirements of the Zoning Ordinance. The site plan includes a trash and recycling area at the northwest corner of the property. The trash enclosure is 6 feet in height and constructed out of hardy planks, which would complement the principal building design. Landscaping The landscape plan proposes a mixture of trees, shrubs and bushes on the front and sides of the building. The materials included within the landscaping plan are consistent with the types and sizes required for commercial uses. No landscaping has been provided for the portion of the property designated for future development. This area should be seeded to control erosion. The utility plan indicates a sprinkler system is to be provided that would serve the front portion of the lot. The system should be expanded to serve more of the property or additional measures made available for watering plantings. Access to Apollo Drive is subject to approval of the City Engineer and Anoka County under a joint power agreement. In addition to the shared access, the site plan provides a 12 foot drive aisle abutting the property line on the west side of the building, which accesses the trash enclosure and interior storage area. As noted above, this drive aisle is within an easement overlaying the west property line to provide for shared access and is intended to be temporary. The applicant is therefore requesting that this section of driveway be allowed asphalt curb. The parameters for the temporary allowance of the asphalt curb should be specified as part of the site plan approval. Circulation around site is adequate with a 26 -foot wide driveway leading to 12 -foot access aisles (24 foot two-way) for the parking areas and rear trash/storage area. Backing out of the north stalls in the parking area may be difficult because the backup lane is shallow. If possible, the parking stalls should be shifted south to increase the depth of the backup lane to improve access. Parking Off —street parking as required by Section 3, Subd. 5 of the Zoning Ordinance is outlined below. The building includes 5,067 square feet of floor area, divided between 4,039 square feet of office and 1,028 feet of storage. The applicant indicates that the storage space could be converted to additional office space The total requirement is 26 parking spaces based on the gross floor area of the building. If the calculation excludes the storage area, 22 spaces are required. The plan shows 23 spaces, of which three would need to be removed to provide an extension of the driveway to allow development of the east side of the property. With the potential full use of the property in mind, accommodation should be made for 26 parking stalls on the site plan outside of the area necessary to extend the driveway. The Planning Commission considered this information and recommends granting a variance for the number of stalls provided that any change in use of the site will require conformance with the number of parking stalls required. The proposed stalls measure 9 x 18 feet as required by Ordinance. One stall is designated as disability accessible consistent with ADA standards. However, the ramp leading down from the sidewalk encroaches into the area required to make the stall wide enough to be van accessible. The site plan indicates the location of a monument type business sign measuring 40 square feet. The sign is located to the south of the parking area approximately one foot from the lot line. Freestanding signs are required to be at least five feet from the lot line, so the site plan must be revised. Lighting The site plan does not identify exterior light fixtures. Any light fixtures to be installed must be shown on the site plan and accompanied by a photometric plan. Installation of exterior lighting must conform to the requirements of Section 3, Subd 4.H regarding glare. Utilities The proposed site is to be served by sanitary sewer and water services located within the Apollo Drive right-of-way. Service to the future development of the eastern portion of the subject site will have access to the planned connection lines. The submitted plans include a grading and drainage plans for review regarding runoff control and water quality. All utility and grading plans are subject to review and approval of the City Engineer. Park Dedication The City recently adopted a new park dedication policy. Cash fees in lieu of land dedication shall be paid in the amount calculated under the new policy. Recommendation The Planning and Zoning Board reviewed the application and they recommend approval of the site plan for Family Dentistry with the following conditions: 1. The site plan is revised such that all driveways and parking areas meet required setbacks. 2. Parking shall meet ADA standards. 3. Building materials used for the exterior facade are to be specified and must conform to the materials allowed for commercial uses. 4. The site plan is revised to identify any exterior light patterns and a photometric plan is provided illustrating the illumination pattern of all site lighting. 5. The landscape plan is revised to indicate all seeded or sod areas and measures for watering the full area.
