Administrator Karlson gave a brief explanation of the 21 program that provides those bonuses. 22 23 - 4A) Accepting Traffic Safety Grant — Deputy Police Chief McCarthy explained 24 that the action is to request renewal of the grant. It was confirmed that it is a four - 25 year program and the city is about six months in. Mayor Reinert suggested that 26 it would be prudent for the council to review how this is working for the city at 27 certain periods during the grant term. 28 29 - 6A) Adopting Special Assessments for Individual Utility Connections — Engineer 30 Hankee reviewed the three properties where connections have been voluntarily 31 requested and that would be fully assessed for the costs. She noted that one of 32 the projects is the new Gracewood Assisted Living Facility and that assessment is 33 substantial. 34 35 As part of the discussion, the council requested an update on the review of charges 36 for the Fiesta Cancun Restaurant. The charges to that property have actually be 37 reduced by about one-half. 38 39 - 6E) Vacation of Drainage and Utility Easements for NorthPointe Development — 40 Planner Larsen review the requested vacations. In this case, the developer is 41 requesting the vacation of an early action on easements in order to clear the title. 42 Staff supports the request because there are proper easements in place and those 43 that would be vacated are actually overlapping. 44 1 CITY COUNCIL WORK SESSION October 26, 2015 APPROVED 45 - 6F) Variance to Allow for Garage Construction at 6602 Pheasant Run — Intern 46 Dahl explained the variance request and that staff is actually recommending a ten 47 foot variance (less than requested by the property owner). He reviewed the 48 location of the property and proposed garage on an overhead map. Mayor 49 Reinert noted that the property is off of Birch Street, an Anoka County roadway; 50 he confirmed that the county is aware and approves of the garage. 51 52 - 6G) Accept Bids and Award Contract for Well No. 6 Pumphouse — Community 53 Development Director Grochala noted that two of the bids received were 54 ultimately disqualified but they were not the low bids. There was an alternate on 55 the bid for a steel roof but staff has determined that the originally planned 56 shingled roof will be more befitting the area so that's now the recommendation. 57 The council confirmed that the proposed contractor has a history of good work. 58 59 - 6H) Final payments for 2014 Mill and Overlay Project — Engineer Hankee 60 reviewed the final numbers for the project and noted that they did remain under 61 budget.
