CITY OF LINO LAKES
RESOLUTION NO. 01-115
RESOLUTION ORDERING PREPARATION OF PLANS AND SPECIFICATIONS -
TWILIGHT ACRES SANITARY SEWER EXTENSION
WHEREAS, a resolution of the City Council adopted the 26th of March, 2001, fixed a
date for a council hearing on the proposed improvements for Twilight Acres 1st and 2nd
Additions by constructing sanitary sewer, and
WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was
given, and the hearing was held thereon on the May 14, 2001, at which time all persons
desiring to be heard were given an opportunity to be heard thereon,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. The City Engineer, John Powell, is hereby designated as the engineer for this
improvement. The engineer shall prepare plans and specifications for the making of
such improvement.
Adopted by the Lino Lakes City Council this 13th da f August, 2001.

T e motion for adoption of the foregoing resolution was duly seconded by Council
Wilber O'Donnell and upon vote being taken thereon, the following voted in
favor thereof: Bergeson, Carlson, Dahl, O'Donnell, Reinert

Whereupon said resolution was duly passed and adopted.

BACKGROUND:
This project involves the installation of sanitary sewer in the boulevard areas of Twilight
Acres 1st and 2nd Additions. It is a scaled back version of an earlier project, originally
initiated by the residents via petition in 1999.
A public hearing to discuss the project was held on May 14, 2001. Per the City Charter,
60 days must elapse between the hearing and any further action on the project. This
requirement has now been met. Since the hearing, no petitions have been received
related to this project.
On July 25, 2001, another Resident Poll was sent to the 32 residents. A copy of the
letter is attached. To the question "If the City of Lino Lakes proceeds with construction
of sanitary sewer, should the project be limited to the Twilight Acres 1st Addition" we
received 21 responses. The responses are summarized as follows:

The poll results show there is no consensus on the specific question posed. However,
as there has been no petition received in opposition to the project as proposed, we
recommend the City proceed with obtaining bids for the work. More detailed
assessment and schedule information can be presented after bids have been received.
Assuming the plans and specifications are ordered and approved on August 13, 2001,
and bids are authorized, the bids would be received by the City Council on
September 10, 2001.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution No. 01-115, Order Preparation of Plans and Specifications for the
Twilight Acres Sanitary Sewer Extension project.
3. Adopt Resolution No. 01-116 Approve Plans and Specifications and Order
Advertisement for Bids for the Twilight Acres Sanitary Sewer Extension project.
RECOMMENDATION:
Option No. 2 then Option No. 3
