adoption:
CITY OF LINO LAKES
RESOLUTION NO. 01-116
RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING ADVERTISEMENT FOR BIDS — TWILIGHT ACRES SANITARY
SEWER EXTENSION
WHEREAS, the City Engineer has prepared plans and specifications for the Twilight
Acres 1st and 2nd Addition Sanitary Sewer extension project, and has presented such
plans and specifications to the Council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. Such plans and specifications, a copy of which is attached hereto and made part
hereof, are hereby approved.
2. The City clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids for the making of such improvement
under such approved plans and specifications. The advertisement shall be
published for ten days, shall specify the work to be done, shall state that bids will be
received by the Clerk until 10:00 a.m. on Friday, September 7, 2001, at which time
they will be publicly opened in the City Hall by the City Clerk and Engineer, will then
be tabulated, and will be considered by the Council at 6:30 p.m. on Monday,
September 10, 2001, in the Council Chambers of the City Hall. Any bidder whose
responsibility is questioned during consideration of the bid will be given an
opportunity to address the Council on the issue of responsibility. No bids will be
considered unless sealed and filed with the Clerk and accompanied by a cash
deposit, cashier's check, bid bond or certified check payable to the Clerk for five (5)
percent of the amount of such bid.

The motion for adoption of the foregoing resolution was duly seconded by Council
Member Dahl and upon vote being taken thereon, the following voted in favor
thereof: Bergeson, Carlson, Dahl, O'Donnell, Reinert

Whereupon said resolution was duly passed and adopted.

Re: Project Update and Resident Poll
Dear Resident:
On May 14, 2001, the City Council held a public hearing for the above referenced project. At the
meeting a revised feasibility report was presented. The revised report detailed the construction of
sanitary sewer only. The sanitary sewer would be constructed in the boulevards to minimize street
removal and replacement. By constructing the sanitary sewer in the boulevards it will not have the
necessary depth to provide a gravity connection to the existing homes. The existing homes will
need a grinder pump to facilitate their sanitary flow into the new sewer main.
At the public hearing an alternative was also presented that involved removing the portion of the
project within the Twilight Acres 2nd Addition. This may allow the City to apply the Community
Development Block Grant it received to 25 lots, rather than 32 lots. This could reduce the average
assessment in the Twilight Acres 1st Addition from $5,900 to $3,500. At the time of the public
hearing it was not known if Anoka County would allow the City to reduce the project area and keep
the entire grant. Since the public hearing it has been determined that the reduced project area would
still meet the federal requirements for the grant. However, the County Board would review the
revised project and may decide to alter the amount of the grant.
The City Council has directed City staff to send out a survey to poll the affected property owners
regarding the project proceeding. Please complete the attached poll form and return it to the City at
your earliest convenience. We would appreciate receiving your response no later than Friday,
August 3, 2001.
