CITY OF LINO LAKES
RESOLUTION NO. 01-130
AUTHORIZING APPLICATION
FOR THE LIVABLE COMMUNITIES DEMONSTRATION PROGRAM
WHEREAS, The City of Lino Lakes is a participant in the Livable Communities Act's
Housing Incentives Program for 2000 as determined by the Metropolitan Council, and is
therefore eligible to make application for funds under the Livable Communities
Demonstration Account; and
WHEREAS, the City has identified the proposed Village project within the City as a
project that meets the Demonstrations Account's purpose and criteria; and
WHEREAS, the City has the institutional, managerial, and financial capability to ensure
adequate project administration; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations
as stated in the contract agreements; and
WHEREAS, the City Council of Lino Lakes, Minnesota agrees to act as legal sponsor for
the project contained in the Demonstration Account application submitted on September
14, 2001;
BE IT FURTHER RESOLVED that the City Administrator is hereby authorized to apply
to the Metropolitan Council for this funding on behalf of the City of Lino Lakes and to
execute such agreements as necessary to implement the project on behalf of the applicant.
Adopted by the Lino Lakes City Council this 10th day of September, 2001.

The motion for the adoption • f the foregoing resolution was duly seconded by Council
Member Bergeson and upon vote being taken thereon, the following voted
in favor thereof: Bergeson, Carlson, Reinert and O'Donnell.
The following voted against same: Dahl.
Whereupon said resolution was declared duly passed and adopted.

Resolution No. 01-130 authorizing application for the
Livable Communities Demonstration Program
Vote Required: Simple Majority
BACKGROUND:
As part of the city's participation in the Minnesota Livable Communities Act,
funds are made available to cities to promote the purposes of the Act. In 1997
Lino Lakes applied for planning funds through the Livable Communities
Demonstration Account (LCDA) for the creation of compact, efficient, mixed use
development. The city received $220,000 in funds to hire Calthorpe Associates—
a firm specializing in Traditional Neighborhood Development—to complete a
master plan and design standards for the Town Center.
In 2000 Lino Lakes requested $1.5 million in funding, recognizing it was the only
mechanism to gain control of the 30 -acre site to implement the master plan. The
Metropolitan Council awarded the city $450,000 to begin implementation of
housing in the Village. The city has been working with developers to develop
senior rental apartments on the portion of the site already under city control.
This year the city is applying again for $1.5 million in funding to assist the
developers in acquisition of the remaining land. The application for funding must
include a resolution of support from the city in which the project is located.
