HomeMy WebLinkAbout2001-158 Council ResolutionCouncil Member Dahl introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 01-158 RESOLUTION AWARDING CONTRACT FOR THE TWILIGHT ACRES SANITARY SEWER EXTENSION IMPROVEMENTS. WHEREAS, pursuant to an advertisement for bids for the construction of the Twilight Acres Sanitary Sewer Extension project, bids were received, opened and tabulated according to law, and the following bids were received complying with the advertisement: Contractor Volk Sewer and Water, Inc. Penn Contracting, Inc. Kenko, Inc. Arcon Construction Co., Inc. Engineer's Estimate Amount of Bid $257,373.50 $303,034.60 $317,947.00 $335,063.30 $278,982.00 AND WHEREAS, it appears that Volk Sewer and Water, Inc. is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. The Mayor and Clerk are hereby authorized and directed to enter into a contract with Volk Sewer and Water, Inc., in the name of the City of Lino Lakes for the construction of the Twilight Acres Sanitary Sewer Improvements according to the plans and specifications approved by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. Jean er, Deputy City Cler AGENDA ITEM 7H STAFF ORIGINATOR: John Powell, City Engineer COUNCIL MEETING DATE: September 24, 2001 TOPIC: Resolution No. 01-158, Award Contract, Twilight Acres Sanitary Sewer Extension VOTE REQUIRED: Simple Majority BACKGROUND: At the September 10, 2001, meeting the City Council received the bids for the referenced project. The low bid was received from Volk Sewer and Water, Inc. in the amount of $257,373.50. The project was bid with a construction completion date of November 16, 2001 and an alternate bid with a completion date of May 15, 2002. All four bidders had the same bid amount for both completion dates. The estimated construction cost, including the 10% contingency, presented at the May 14, 2001 public hearing was $223,747. The low bid, based on estimated quantities is $257,373.50. The estimated construction cost increase of $33,626 would result in an increase of the proposed assessments of about $1,050 per property. Staff has identified modifications to the plans that could reduce this increase, based on the contractor's unit prices. We recommend, after the contract is awarded, we discuss these changes with the contractor, and negotiate a change order to reduce the contract amount. Staff will not prepare the contract until Anoka County representatives are satisfied the contractor has met the CDBG requirements. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 01-158. 3. Not adopt Resolution No. 01-158. RECOMMENDATION: Option No. 2 - Staff recommends adoption of Resolution Number 01-158.
