Council Member 0 Donnell introduced the following resolution and moved its adoption.
CITY OF LINO LAKES
RESOLUTION NO. 01-170
RESOLUTION ELECTING TO CONTINUE PARTICIPATING IN THE
LOCAL HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE
METROPOLITAN LIVABLE COMMUNITIES ACT DURING 2002
WHEREAS, the Metropolitan Livable Communities Act (Minnesota Statutes 473.25 to
473.254) establishes a Metropolitan Livable Communities Fund which is intended to
address housing and other development issues facing the metropolitan area; and
WHEREAS, the Metropolitan Livable Communities Fund includes the Tax Base
Revitalization Account, the Livable Communities Demonstration Account, the Local
Housing Incentive Account, and the Inclusionary Housing Account; and
WHEREAS, the Metropolitan Livable Communities Fund is intended to provide certain
funding and other assistance to metropolitan area municipalities; and
WHEREAS, a municipality is not eligible to receive grants or loans under the
Metropolitan Livable Communities Fund or eligible to receive certain polluted sites
cleanup funding from the Minnesota Department of Trade and Economic Development
unless the municipality is participating in the Local Housing Incentive Account Program;
and
WHEREAS, a municipality that elects to participate in the Local Housing Incentives
Account Program must do so by November 15 of each year;
NOW, THEREFORE, BE IT RESOLVED that the City of Lino Lakes elects to
participate in the Local Housing Incentives Account Program under the Metropolitan
Livable Communities Act during the calendar year 2002.

The motion for adoption of the foregoing resolution was duly seconded by
Council Member Reinert and upon vote being taken thereon, the
following voted in favor thereof: Councilmembers Reinert, Dahl, Bergeson,
Carlson & O'Donnell.
The following voted against same: None.
Whereupon said resolution was declared passed and adopted.

Electing to Continue Participation
in Livable Communities Program
VOTE REQUIRED: 3/5
BACKGROUND
The Metropolitan Livable Communities Act established a fund intended to address
development issues in the Metro Area. To be eligible for the funds, a city must choose to
participate in the program every year. The fund is divided into four accounts:
Tax Base Revitalization Account: to clean up polluted land for new business
development to provide new jobs.
Livable Communities Demonstration Account: for models of compact, creative and
efficient development and redevelopment. Lino Lakes received funding from this
account to plan the Town Center. The City also was awarded money last year for
implementation. Lino Lakes recently applied for an additional $1.5 million for
implementation.
Inclusionary Housing Account: to produce housing with a variety of prices and designs
which serve families with a range of incomes and housing needs.
Local Housing Incentives Account: for affordable and life -cycle housing initiatives to
meet the housing needs of people of various stages of life and various incomes.
Participation in the Program
Numerous communities in the Metro Area submit applications for funding under the
program. The funds are awarded on a competitive basis. In order to be eligible for
consideration for any of the funding, a city must participate in the Local Housing
Incentives Account Program.
Participation includes working toward long-range goals for a greater variety of housing.
We do not need to adopt new goals at this time. The ones adopted in 1998 continue to
apply. No change is necessary now.
