CITY OF LINO LAKES
RESOLUTION NO. 02-07
RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS — LAKE DRIVE/APOLLO DRIVE IMPROVEMENTS
WHEREAS, the City Engineer has prepared plans and specifications for the Lake Drive/Apollo Drive
project, and has presented such plans and specifications to the Council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES,
MINNESOTA:
1. Such plans and specifications, a copy of which is attached hereto and made part hereof, are hereby
approved.
2. The City clerk shall prepare and cause to be inserted in the official paper and in the Construction
Bulletin an advertisement for bids for the making of such improvement under such approved plans
and specifications. The advertisement shall be published for ten days, shall specify the work to be
done, shall state that bids will be received by the Clerk until 1:00 p.m. on Monday, March 4, 2002, at
which time they will be publicly opened in the City Hall by the City Clerk and Engineer, will then be
tabulated, and will be considered by the Council at 6:30 p.m. on Monday, March 11, 2002, in the
Council Chambers of the City Hall. Any bidder whose responsibility is questioned during
consideration of the bid will be given an opportunity to address the Council on the issue of
responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by
a cash deposit, cashier's check, bid bond or certified check payable to the Clerk for five (5) percent
of the amount of such bid.

Resolution No. 02-07
Councilmember Dahl introduced Resolution No. 02-07 and moved its adoption.
The motion for adoption of the foregoing resolution was duly seconded by
Councilmember Reinert and upon vote being taken thereon, the following voted in favor thereof:
Dahl, Reinert, Bergeson, Carlson and O'Donnell.
The following voted against same:
None.
Whereupon said resolution was declared passed and adopted.

TOPIC: Resolution No. 02-07, Approve Plans and Specifications and Authorize Advertisement
for Bids, Lake Drive/Apollo Drive Improvements
VOTE REQUIRED: Simple Majority
BACKGROUND:
The plans and specifications for this project were ordered by the City Council on September 24, 2001.
Preparation of the plans is substantially complete, including periodic reviews by the Anoka County
Highway Department. The project schedule is as follows:
1/28/02 Approve Plans and Authorize Advertisement for Bids
2/5/02, 2/12/02 Ads in Quad Community Press
2/8/02, 2/15/02 Ads in Construction Bulletin
3/4/02 Open Bids
3/11/02 Consider Award of Contract
6/15/02 Substantial Completion of Construction
The next step in the Public Improvement Process for this project is to approve the plans and
specifications and authorize the advertisement for bids. After bids are received we will assemble a report
on the status of the budget for the project.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution Number 02-07 approving the plans and specifications and authorizing
advertisement for bids for the Lake Drive/Apollo Drive project.
3. Not adopt Resolution No. 02-07
RECOMMENDATION:
Option No. 2 - Staff recommends that Resolution Number 02-07 be adopted.
